Պետական լծակները՝ քաղաքական ճնշումների գործիք

Գուրգեն Սահակյանը ֆեյսբուքյան իր էջում գրում է.

Ընդդիմությունից իշխանություն տրանսֆորմացիան բարդ ու աշխատատար պրոցես է դրանից բխող բոլոր հետևանքներով հանդերձ, բայց շատ ավելի բարդ է իրականացնել իշխանական գործառույթներ, որոնց դեմ ժամանակին ընդդիմադիր դիրքերից հանդես է եկել իշխանափոխություն իրականացրած քաղաքական ուժը կամ գործիչը: Նմանատիպ ահա մի իրավիճակ էլ ստեղծվել է թավշյա հեղափոխություն ապրած Հայաստանում: Նորընտիր վարչապետի առաջին հակադրությունը կենսաթոշակային ֆոնդի վերաբերյալ պարտադիր բաղադրիչի կիրառումն ու առհասարակ դրա գոյության, լինելու չլինելու հարցին էր: Անգամ ներկայիս Աշխատանքի և սոցիալական հարցերի նախարարն էր ժամանակին դրա դեմ ուղղված ակցիաների առաջամարտիկներից մեկը: Ակնհայտ է նաև մի փաստ, որ այն քաղաքական ուժը և հասրակության այն հատվածը, ովքեր օգնեցին Փաշինյանին դառնալ վարչապետ, նմանատիպ պրոցեսների շարունակական լինելու դեպքում, երբ ժամանակին մի բան էր ասվում, իսկ հետո գործողություններով այլ բան է արվում, կարող են ուլտիմատում ներկայացնել վարչապետին այդ հարցերի կարգավորման վերաբերյալ: Չէինք ցանկանա բնականաբար, որ այդ պրոցեսը շարունակվեր, քանի որ համաձայնության Կառավարության շրջանակներում համերաշխ և միասնական գործունեություն ծավալելու պատրաստակամություն կա, սակայն երեկվա Կառավարության նիստի ժամանակ էլ մեկ այլ օրենսդրական նախաձեռնություն դրվեց շրջանառության մեջ, որը միտված էր բարեգործության ոլորտում փոփոխություններ իրականացնելու և ինչ-որ լիազոր մարմին ձևավորելու համար:

Անկասկած, եթե Հայաստանում խոսվում է բարեգործությունից, ապա առաջին հերթին այն ասոցացվում է Գագիկ Ծառուկյանի անվան հետ: Եթե հաշվի առնենք այս հանգամանքն ու ապագայում սպասվելիք խորհրդարանական ընտրությունները, հասկանալի է դառնում Փաշինյանի Կառավարության ավտորիտար գործելաոճի բուն նպատակը: Սակայն ի հեճուկս այս ամենի, հաշվի չի առնվել շատ կարևոր արգումնետ՝ Ծառուկյանը երբեք բարեգործությունը որպես քարոզչության բաղադրիչ չի դիտարկել և պարբերաբար է զբաղվել դրանով: Ի տարբերություն շատ ու շատ քաղաքական գործիչների, ովքեր բարեգործության քողի տակ անձնական շահ են հետապնդել և բարեգործությամբ զբաղվել են կոնկրետ ժամանակահատվածում՝ նախընտրական քարոզարշավ, ապա Ծառուկյանի ծավալած բարեգործական գործունեությունը միանգամայն տարբերվում է սրանից և մեջբերենք ևս մեկ հանգամանք, որ այն արվում է ավելի քան երկու տասնամյակ և Ծառուկյան ընտանիքի գործունեության մի շատ կարևոր և առանցքային ուղղություններից է դարձլ: Այնպես որ, խորհուրդ չենք տա նմանատիպ անհասկանալի և ոչ գործընկերային գործելաոճով շարունակել կառավարումը, չէ որ հենց նմանատիպ գործելաոճի պատճառով էր, որ Հայաստանում իրականացվեց իշխանափոխություն:
