Քաղաքացին միշտ ճիշտ է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Խորհրդարանական ընտրություններին ընդառաջ նախընտրական քարոզարշավը շարունակում է թեժանալ։ Ինչպես և սպասվում էր, արդեն մի շարք քաղաքական ուժեր սկսել են հասարակության որոշակի շերտերին ուղղված մեղադրանքները։ Խոսքը վերաբերում է վերջերս մի շարք հարթակներում մի խումբ քաղաքացիների հայտնած կարծիքներին՝ ընտրությունների ֆարս լինելու և այս պատճառով ընտրական գործընթացներին մասնակցություն չունենալու մտադրության և այս հիմքով որոշ քաղաքական ուժերի մեղադրանքների մասին։
Այս իրադրությունը, ըստ էության, բավական նուրբ իրավիճակի արտացոլանքն է։ Ընտրություններին մասնակցող քաղաքական ուժը ուղղակիորեն մեղադրում է ընտրությունների բոյկոտի որոշում ընդունած քաղաքացիներին կամա թե ակամա Հանրապետականին աջակցելու մեջ, քանի որ ընտրություններին քաղաքացիների չմասնակցելը բխում է Հանրապետականի շահերից։
Թե ինչքանով է այս մոտեցումը համապատասխանում իրականությանը` դժվար է ասել, սակայն մյուս կողմից ակնհայտ է, որ քաղաքական ուժի կողմից նման մեղադրանքը, մեղմ ասած, տարօրինակ է։ Վերջիվերջո բոյկոտը նույնպես հստակ քաղաքացիական և նույնիսկ քաղաքական դիրքորոշում է, որի իրավունքը քաղաքացին ունի։ Միայն այս փաստի համար մեղադրել քաղաքացուն՝ այնքան էլ հասկանալի չէ։
Մուս կողմից, քաղաքական ուժը մեղադրանքներ հնչեցնելուց առաջ գուցե պետք է առնվազն հասկանար, թե ինչ չի կարողացել հենց ինքն առաջարկել որպես բոյկոտի այլընտրանք և հենց այս տեսանկյունից էլ փորձեր շտկումներ կատարել սեփական ծրագրում, քայլերում կամ գործունեության մեջ։ Սակայն, ցավոք սրտի, հայաստանյան քաղաքական իրականության մեջ ամենատարածված բանը տարատեսակ մեղադրանքներն են՝ մանավանդ ուղղված քաղաքացիներին։ Նույն այս տրամաբանությամբ ոչ վաղ անցյալում մեզ հանդիպում էր «Ով մեզ հետ չէ, մեր դեմ է կամ իշխանության հետ է» բանաձևը, մեծ հաշվով հիմա նույն բանը տեսնում ենք արդեն բոյկոտի մասին հայտարարողների պարագայում։
Անշուշտ, այստեղ պետք է շեշտել, որ հայաստանյան քաղաքական իրականության պայմաններում բոյկոտը առնվազն ներկայումս գործուն միջոց չէ, և հեռանկարում էլ այդպիսին դժվար թե դառնա։ Այս տեսանկյունից գուցե մասնակցային դիրքորոշումն առավել կառուցողական լիներ։ Սակայն նախ սա ընդամենը ենթադրություն է, և երկրորդ՝ ցանկացած քաղաքացի լիիրավ իրավունք ունի ունենալ սեփական դիրքորոշումը ընտրական և երկրում կատարվող ցանկացած գործընթացի նկատմամբ։
Եթե այս կամ այն քաղաքական ուժը կամ գործիչը առավել ևս` ընդդիմադիր գործիչը հանդես է գալիս քաղաքացուն սեփական դիրքորոշման համար մեղադրելու ելակետից, ապա դժվար է ասել, թե այդ ուժն իշխանության գալով ինչպիսի վարքագիծ կդրսևորի կամ ինչով կտարբերվի առկա իշխանությունից, որը գոնե արտաքուստ և ձևականորեն յուրայինների և թշնամիների բաժանարար գիծ չի տանում քաղաքացիների միջև։
