«Պահանջարկի վրա» հիմնված աճը պետք է փոխել «առաջարկի վրա» հիմնված աճով

chrdk.ru-ն «ԱՊՀ երկրները գահավիրժում են «վաղաժամ» ապաարդյունաբերացման (դեինդրուստրիալիզացիայի) մեջ» հոդվածում գրում է, որ ԱՊՀ երկրների տնտեսությունն այլևս չի աճումն և արդյունքում աշխարհի այլ երկրներից հետ մնալը անընդհատ գործընթաց է դառնում: Ըստ ՄԱԿ-ի արդյունաբերական զարգացման բաժնի (ЮНИДО) վերլուծության, ԱՊՀ երկրների տնտեսական զարգացումը վերջին 10 տարում գործնականում կանգ է առել, և չնայած այդ ընդհանուր ֆոնին Ռուսաստանը ավելի բարենպաստ է երևում, այնուամենայնիվ, կայուն տնտեսական աճը ևս տիպիկ չէ նրան: ԱՊՀ երկրների տնտեսությունները ենթարկվում են «վաղաժամ» ապաարդյունաբերացման: Այսինքն, առկա է տնտեսության աճի լուրջ դանդաղում, որն ընթանում է արդյունաբերության լճացման (ստագնացիայի) սցենարով: Ըստ պրոցեսների ինտենսիվության, ԱՊՀ երկրները կարելի է բաժանել 3 խմբի: Առաջին խմբում Ռուսաստանը, Ղազախստանը, Ուկրաինան և Բելառուսն են. սրանք այն երկրներն են, որոնք ունեն կայուն արդյունաբերական ոլորտ, որը ենթարկվում է միայն ստագնացիայի, բայց չի կրճատվում, իսկ արդյունաբերության մեջ զբաղված ազգաբնակչության թիվը բավականին մեծ է (օրինակ՝ Ռուսաստանի դեպքում այն բնակչության 18 տոկոսն է): Երկրորդ խմբի մեջ մտնող Հայաստանի և Ադրբեջանի դեպքում արդյունաբերության ծավալը փոքր է, բայց զարգացման դինամիկան դրական է, և այդ ոլորտի նշանակությունը սկսում է ավելի մեծ դեր խաղալ տնտեսությունում: Երրորդ խմբի երկրները՝ Ղըրղզստանը, Մոլդովան և Տաջիկստանը, հակառակը, մնացած երկրների համեմատ ավելի արագ են ընթանում ապաարդյունաբերացման ճանապարհով. այս երկրներում իրենց լավ են զգում միայն ցածրտեխնոլոգիական այն արտադրությունները, որոնք հիմնված են բնական ռեսուրսների վրա:

Ըստ ԱՊՀ երկրների տնտեսությունների տարբեր ոլորտների զարգացման արագության ուսումնասիրության, նկատվում է, որ 2006-2016 թվականներին ֆինանսական և ծառայությունների ոլորտները աճ են ունեցել՝ չնայած նրան, որ տնտեսությունն ընդհանուր առմամբ անկում է ունեցել: Ընդ որում, արդյունաբերական ոլորտը դանդաղ է աճել անգամ ընդանուր տնտեսության աճի տարիներին և ավելի արագ անկում է ապրել տնտեսության անկման տարիներին: Հետազոտողները այս ամենը բացատրում են նրանով, որ այն արագ աճի մոդելը, որը օգտագործել են ԱՊՀ երկրները վերջին 15 տարիներին (տնտեսության աճ՝ հիմնված պահանջարկի ավելացման վրա) ներկայումս արդեն չի աշխատում: Ըստ նրանց, «պահանջարկի վրա» հիմնված աճը պետք է փոխել «առաջարկի վրա» հիմնված աճով, չնայած չի նշվում, թե ինչի հաշվին դա կարող է տեղի ունենալ:
