Արման Թաթոյանը Ֆրանսիայի դեսպանին է ներկայացրել Ադրբեջանի կողմից ՀՀ սահմանային բնակիչների իրավունքների խախտումների մասին փաստեր

ՀՀ մարդու իրավունքների պաշտպանի գրասենյակը իր ֆեյսբուքյան էջում գրել է․

«Արման Թաթոյանը Ֆրանսիայի դեսպանին է ներկայացրել հայ գերիների վերադարձի հրատապությունն ու ՀՀ սահմանային բնակիչների իրավունքների խախտումներն ադրբեջանական հանցավոր արարքներով։

ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանն ընդունել է Հայաստանում Ֆրանսիայի նորանշանակ դեսպան Անն Լույոյին։ Արման Թաթոյանը շնորհավորել է դեսպանին կարևոր առաքելություն ստանձնելու կապակցությամբ:

Պաշտպանը հատուկ շեշտել է նախկին դեսպան Ժոնաթան Լաքոտի հետ բարձր որակի համագործակցությունը և համոզմունք հայտնել, որ այն կշարունակվի։

ՀՀ մարդու իրավունքների պաշտպանը բարձր է գնահատել 2020 թվականի սեպտեմբեր-նոյեմբերի ամիսներին պատերազմի ընթացքում Ֆրանսիայի լրագրողների պրոֆեսիոնալ ու անձնուրաց աշխատանքը։

Հանդիպման ընթացքում Արման Թաթոյանը դեսպանին է ներկայացրել փաստեր, որոնք հաստատում են ադրբեջանական զինված ուժերի կողմից ՀՀ սահմանային բնակիչների իրավունքների խախտումները:

Նա նշել է, որ ՀՀ պետական սահմանի հետ կապված հարցերը պետք է դիտարկվեն մարդու իրավունքների տեսանկյունից, որպեսզի դրանք երկրորդական պլան չմղեն, չսահմանափակվեն այդ իրավունքները պաշտպանելու պետության հնարավորությունները և որ մարդու իրավունքներն ու անվտանգությունը ոչ թե հակադրվում, այլ լրացում են իրար:

ՀՀ մարդու իրավունքների պաշտպանը մանրամասնել է, որ ադրբեջանական հանցավոր արարքների հետևանքով մարդիկ զրկվել են նույնիսկ դեռ խորհրդային ժամանակներից իրենց պատկանող տներից, հողատարածքներից, խոտհարքերից, որի հետևանքով առաջ են եկել ոչ միայն սոցիալական, այլ նաև անվտանգային լուրջ խնդիրներ:

Արման Թաթոյանն ընդգծել է, որ Ադրբեջանի հետ միայն դելիմիտացիան և դեմարկացիան` առանց անվտանգության գոտի ստեղծելու, առանց ադրբեջանական զինված ծառայողների հեռացման, ոչ միայն չի ապահովելու ՀՀ քաղաքացիների ու հատկապես ՀՀ սահմանային բնակիչների իրավունքները, այլ կդառնա իրավունքների նոր խախտումների ու նոր լարվածության պատճառ:

 

Պաշտպանը նշել է, որ ադրբեջանական զինված ուժերի կողմից ՀՀ քաղաքացիական բնակչության իրավունքների խախտումների սնուցման աղբյուրը, գլխավոր պատճառն ադրբեջանական իշխանությունների հայատյացության ու թշնամանքի քաղաքականությունն է, որը պատերազմից հետո հասել է ծայրահեղական դրսևորման՝ ֆաշիզմի աստիճանի:

Նման քաղաքականության պայմաններում առավել ևս անվտանգության գոտին խիստ անհրաժեշտություն է: Ընդ որում, դա արտացոլվել է միջազգային փաստաթղթում՝ ԵԵԽՎ 2021 թվականի սեպտեմբերի 27-ի բանաձևում:

ՀՀ մարդու իրավունքների պաշտպանը շեշտել է, որ Ադրբեջանում ապօրինի պահվող հայկական կողմի բոլոր զինծառայողները և քաղաքացիական անձինք կարգավիճակով գերի են, պետք է անհապաղ ազատ արձակվեն և վերադարձվեն հայրենիք՝ առանց որևէ քաղաքական կամ այլ նախապայմանի, իսկ ադրբեջանական իշխանություններն արհեստական ձգձգում, քաղաքականացնում են գործընթացը՝ կոպտորեն ոտնահարելով գերիների և նրանց ընտանիքների իրավունքները, նրանց պատճառելով տառապանքներ և առաջացնելով լարվածություն հասարակությունում:
