Անվերահսկելի իրավիճակ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Արմավիրի մարզի «Մանուշակ» մանկապարտեզի դեպքն իր բոլոր առումներով արտառոց որակվեց: Հոկտեմբերի 30–ին Արմավիրի բնակիչը մուտք էր գործել մանկապարտեզ և իր մոտ գտնվող դանակի սպառնալիքով պատանդ վերցրել 3–ամյա տղա երեխայի: Նա մարմնական վնասվածքներ էր հասցրել իր նախկին կնոջը, ով աշխատում է նույն մանկապարտեզում՝ որպես դաստիարակչուհի: Պատանդառուն վնասվածքներ էր հասցրել նաև կնոջ տատիկին, ով մանկապարտեզի տնօրենն է: Ի վերջո պատանդառուն վնասազերծվեց, իսկ երեխան անվնաս ազատ արձակվեց: Վնասազերծման ընթացքում տղամարդը դանակով վնասել էր ինքն իրեն և անմիջապես տեղափոխվել բժշկական կենտրոն, ենթարկվել վիրահատության։ Մասնավոր դեպքը բոլոր մանկապարտեզների երեխաների անվտանգության հարցը բարձրացրեց:

«Փաստ»–ը ՄԻՊ աշխատակազմից փորձեց հասկանալ` ի՞նչ ուսումնասիրություն կա այս առումով, մասնավոր դեպքը կստիպի՞ հստակ քայլեր ձեռնարկել, որպեսզի նման դեպք այլևս չկրկնվի:

ՄԻՊ աշխատակազմի հանրային կապերի բաժնի պետ Նունե Հովսեփյանը մեզ հետ զրույցում նշեց, որ մանկապարտեզներում և դպրոցներում անվտանգության ապահովման խնդրի կարևորագույն նպատակներից մեկը երեխաների պաշտպանված լինելու հարցն է:

«ՄԻՊ աշխատակազմն այդ խնդրի կարգավորման ուղղությամբ ակտիվ աշխատանք է տանելու: Իրավասու մարմինների հետ համագործակցությամբ` ՄԻՊ աշխատակազմը վեր է հանելու խնդիրներն ու նախանշելու դրանց լուծման ուղղությունները»,–ընդգծեց Նունե Հովսեփյանը:

ՄԻՊ–ից առաջիկա քայլերի առումով մեզ այլ մանրամասներ չհայտնեցին: Գալով արդեն մասնավոր դեպքին` ՄԻՊ ներկայացուցիչը հավելեց, որ ուշադրությամբ հետևել են «Մանուշակ» մանկապարտեզում տեղի ունեցած դեպքի զարգացումներին. «Ոստիկանությունից պարբերաբար անհրաժեշտ տեղեկատվություն ենք ստացել: ՄԻՊ ներկայացուցիչներն այցելել են հիվանդանոց: Մեր ներկայացուցիչները տեսակցել են նաև 3–ամյա երեխային, ընտանիքի անդամների հետ խոսել հոգեբանական օգնություն տրամադրելու մասին»:

Իրավապաշտպան Ժաննա Ալեքսանյանը չի ցանկանում առանձնացնել դեպքը:

«Հարցն այստեղ մանկապարտեզները չեն, հարցն այն է, որ արդեն նույնիսկ մանկապարտեզներն են թիրախավորվել: Հարցն անպատժելիությունն է, ոստիկանական թույլ վերահսկողությունը: Ոստիկանական վերահսկողությունը պետք է ամենուր այնքան բարձր մակարդակի լիներ, որ այսպիսի դեպքեր չարձանագրվեին: Մարդիկ պետք է զգաստ լինեին այդ վերահսկողությունից: Վերջին շրջանի դեպքերն ու կրակոցները փաստեցին այն մասին, որ ցանկացած մեկն իր մտածածի չափով կարող է ինչ–որ հանցագործության դիմել: Խոսքը թույլատրելիության աստիճանի մասին է: Մարդն արդեն մտածում է, որ ինքն էլ կարող է, ինչու չէ` նաև մանկապարտեզում ինչ–որ բան անել»,– նշեց իրավապաշտպանը:

Ըստ նրա` անպատժելիության մթնոլորտն է նման դեպքեր ստեղծում. ««Վերնիսաժի» տարածքում տեղի ունեցած վերջին դեպքն արտառոց էր, իսկ դրան նախորդել էին բազմաթիվ այլ նման դեպքեր: Այսինքն`մենք տեսնում ենք, որ իրավիճակն անվերահսկելի է: Մթնոլորտը պետք է վերահսկելի լինի, որ որևէ մեկի մտքով նման քայլի դիմելու համարձակություն չառաջանա: Վերջին մեկ տարվա կտրվածքով վերցնենք դեպքերը` սկսած ՊՊԾ գնդից: Այն պետական կարևոր տարածք էր, որը պետք է խիստ վերահսկելի լիներ թե՛ ոստիկանության, թե՛ ԱԱԾ–ի կողմից: Տեսեք, թե այդ դեպքից հետո որքան կրակոցներ և նման դեպքեր եղան»:
