– Պարոն Խուրշուդյան, ուսումնասիրությամբ պարզվել է, որ կարագի, բենզինի և մսի շուկայում գրանցված թանկացումները չարաշահումների հետևանք չեն: Սա Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի նախագահ Արտակ Շաբոյանի հայտարարությունն է՝ ըստ որի թանկացումներն օբյեկտիվ հիմքեր ունեն: Դուք տեսնո՞ւմ եք այդ հիմքերը:

– Այդ հետազոտությունների մասին բազմիցս ենք լսում, բայց մի խնդիր կա՝ դրանք պետք է թափանցիկ դառնան: Ինչպես աշխարհի շատ երկրներում՝ մեզ մոտ ևս գին ձևավորող հաշվետվությունները պետք է հստակ երևան: Հայաստանում չկա այդ թափանցիկությունը և ինձ համար շատ դժվար է գնահատել օբյեկտիվությունը: Տեսեք՝ կարագի միջազգային գները թանկացել են ամիսներ առաջ: Այստեղ հարց է ծագում. գուցե՞ ամիսներ առաջ դեմպինգ են արել և սրանից ավելի՞ շուտ պետք է թանկացնեին: Հետազոտությունը պետք է համապարփակ լինի: Ի դեպ՝ աշխարհում կարագի գինը մոտ երկու անգամ է թանկացել, այստեղ՝ ավելի քիչ: Բացի այդ, Հայաստանում գին ասվածը հարաբերական է: Օրինակ, եթե ապրանքի գինը մնում է նույնը, բայց որակն ընկնում է, դա էլ կարծես քողարկված թանկացում լինի: Մեր երկրում կարագի ավելի քիչ թանկացում գրանցվեց, քան դրսում: Սրանից մեկ այլ հարց է ծագում՝ արդյո՞ք որակը պահպանվել է: Մենք սննդի որակի վերահսկողությունը միշտ պետք է համատեղենք գների հետ: Ցավոք սրտի՝ մենք ապրանքային կայացած բորսա չունենք, որտեղ ստանդարտի հարցն ինքնաբերաբար լուծված կլիներ: Մենք չգիտենք՝ ի՞նչ ապրանք է գալիս, ուղղակի սպառողական մակարդակով ենք փորձում հասկանալ: Չգիտենք նաև, թե տնտեսվարողն ի՞նչ հնարքներով է փորձում դիմակայել միջազգային գների թանկացման մարտահրավերներին: Այնպես որ թե՛ սննդի վերահսկողության, և՛ թե՛ գների հետազոտությունները պետք է դառնան ավելի թափանցիկ: Իրականում անհնար է, որ որևէ փորձագետ գնահատական տա օբյեկտիվության մասին: Ի տարբերություն ՏՄՊՊՀ–ի՝ մենք մուտք չունենք այդ ֆիրմաներ:

– Աշխատավարձերի և թոշակների բարձրացում 2018–ին ևս չի նախատեսվում: Այս համատեքստում ի՞նչ պայմաններ է ստեղծում կառավարությունը, որպեսզի հասարակությունը դիմակայի թանկացումներին:

– Ի տարբերություն կառավարության ծրագրի, ապրանքների գնային բարձրացումը նոր է: Այդ առումով հանգամանքը կառավարությունում երևի ո՛չ պլանավորել են, ո՛չ էլ մտածել այդ մասին: Առհասարակ մեզ մոտ ոլորտային քաղաքականությունը զարգացած չէ: Թեև երկու–երեք ապրանքի թանկացումը գնային մեծ փոփոխությունների չի բերի, բայց ազդելու է տնտեսության որոշակի հատվածի վրա: Եթե գնային բարձրացումը տնտեսության ազդեցության տեսանկյունից դիտարկենք, ապա հիմնական հարվածը հրուշակեղենի արտադրության ոլորտն է կրելու:

Կարագի թանկացումից այդ ոլորտը կարող է մասնակի տուժել: Հրուշակեղենը կթանկանա, բայց մեծ հաշվով ինֆլացիայի չի բերի: 300–ից ավելի անուն ապրանքներով են դիտարկում ինֆլացիան: Իսկ նշված ոլորտն այդքան էական չէ, որպեսզի ընդհանուր ֆոնի վրա ազդի: Միշտ խոսում են այն մասին, թե թանկացումը շղթայական ազդեցություն կունենա, բայց այդպես չէ: Գները չեն կարող անվերջ աճել, երբ մարդկանց գնողունակությունը ցածր է:

Այստեղ տնտեսվարողների վարքագիծը պետք է հասկանանք: Եթե գնողունակությունը ցածր է՝ տնտեսվարողը ստիպված այլ ձևով է սկսում հարմարվել գների իրականությանը: Գները չի բարձրացնում, բայց իր շահույթն է կրճատում: Հիմա, եթե հրուշակեղենի գները բարձրանան, մարդիկ ի վիճակի չեն լինի այն սպառել նույն մակարդակով, ինչը նախկինում էին սպառում, քանի որ այդ եկամուտը չունեն: Դա կբերի նրան, որ ոլորտում անկում կգրանցվի:
