Իրանը կարևորում է Հայաստանի դերը. խնդիրը ճանապարհային ենթակառուցվածքներն են. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեր հյուրն է իրանագետ Արտյոմ Տոնոյանը

– Պարո՛ն Տոնոյան, երեկ ԱԺ–ում քննարկման դրվեց Հայաստանի և Իրանի կառավարությունների միջև «Մեղրի–Նորդուզ սահմանային դարպասի համատեղ օգտագործման մասին» համաձայնագիրը, որն Իրանի խորհրդարանն արդեն վավերացրել է: Թե՛ տնտեսական, և թե՛ քաղաքական առումներով համաձայնագիրը որքանո՞վ է կարևոր Հայաստանի համար:

– Համաձայնագիրը կարևորվում է այնքանով, որ քննարկվող տնտեսական համագործակցությունը կարծես գործնական փուլ է մտնում: Բազմիցս խոսվում էր այն կարևորության մասին, որն ունի Հայաստանի և Իրանի միջև տնտեսական հարաբերությունների խորացումը: Այս նախագիծն, ըստ էության, գործնական դաշտում այդ հարաբերությունները խորացնելու սկիզբն է: Քաղաքական առումով ևս կարևոր է: Դեռ 2016թ. Հայաստանի և Իրանի միջև չեղարկվել էր վիզային ռեժիմը: Այս համաձայնագիրը գալիս է լրացնելու տնտեսական և քաղաքական խորացմանն ուղղված նախադրյալները: Հարավային Կովկասի երկրների նկատմամբ Հայաստանը միանշանակ լուրջ առավելություն ունի: Ի տարբերություն Հայաստանի՝ մեր արևելյան հարևանն Իրանի հետ նմանատիպ համաձայնագիր չունի:

– Իրանի նկատմամբ ԱՄՆ–ի կողմից կրկին պատժամիջոցներ սահմանվեցին: Իրանն իր արտահանումը կազմակերպելու խնդիր ունի և այդ հարցն ավելի է սրացել: Այս համատեքստում Իրանը նպատակադրվա՞ծ է օգտագործել Հայաստանի ներուժը:

– Իրանը պատժամիջոցների և արտահանման խնդրի առաջ կանգնած է եղել նաև ԻՀՀ ներկայի նախագահ Հասան Ռոհանիին նախորդած կառավարության շրջանում: Այս ամբողջ ընթացքում Հայաստանը՝ որպես հարևան, չափազանց կառուցողական և բարեկամական հարաբերություններ է ունեցել Իրանի հետ: Այդ թվում նաև որոշ ապրանքների արտահանման առումով: Այս պարագայում ևս Հայաստանի դերը և նշանակությունը Իրանի համար ավելի է մեծանալու: Խնդիրն այն է, որ Հայաստանը մի փոքր կաղում է ճանապարհային ենթակառուցվածքների առումով: Համագործակցությունն ամբողջ ծավալով իրացնելու և ստեղծված հնարավորությունը օգտագործելու համար հնարավորինս արագ պետք է այդ ենթակառուցվածքները պատշաճ որակի բերել: Իրանը միանշանակ տրամադրված է արտաքին աշխարհի հետ կապվել ՀՀ տարածքով: Նույնիսկ եթե պայմանականորեն ընդունենք, որ Իրան–Հայաստան երկաթուղու կառուցումը կարող է շատ ավելի ժամանակատար լիներ, բայց միևնույն ժամանակ ճանապարհային մյուս ենթակառուցվածքները կարելի է շատ ավելի արագ պատշաճ վիճակի բերել ու օգտագործել ստեղծված հնարավորությունները:

– Իրանն ի՞նչ դիրքորոշում ունի այն հարցում, որ Հայաստանը ԵՏՄ անդամ է: Եվ առհասարակ, իրանական կողմը որքանո՞վ է կարևորում ԵՏՄ–ի հետ համագործակցությունը՝ հաշվի առնելով, որ վերջերս ևս բարձր մակարդակով խոսվեց Իրան–ԵՏՄ համագործակցության հեռանկարների մասին:

– Ավելի քան մեկ տարի է, ինչ անընդհատ քննարկվում են Իրան–ԵՏՄ հարաբերությունները: Եվ այդ առումով Հայաստանը ևս կարևորվում է: Իրանը ԵՏՄ շուկային կապող միակ ցամաքային օղակը Հայաստանն է: Այս փաստը չի կարող իր թե՛ քաղաքական, և թե՛ տնտեսական կարևոր նշանակությունը չունենալ: Ընդ որում՝ այս հանգամանքը կարևորվում է ոչ միայն Իրանի կողմից, այլև ԵՏՄ քաղաքական վերնախավի և այսպես կոչված՝ ԵՏՄ քաղաքականությունը ծրագրավորողների կողմից:
