Ձախողված բաստիոնը. Փաշինյանը չի կարող ժողովրդավար լինել

Հայաստանի իշխանությունները կորցրել են իրականության հետ կապը, երկիրը ղեկավարելու կարողությունն ու միջազգային հստակ կողմնորոշումները։ Փաշինյանական իշխանությունը շարունակում է մոլորեցնել թե՛ սեփական, թե՛ միջազգային հանրությանը «ժողովրդավարության բաստիոնի» մասին իր պատումներով, մինչդեռ իրականում Հայաստանն ամենևին էլ ժողովրդավար պետություն չէ։ Հանուն արդարության, դրան նպաստում է նաև 2015 թ. ընդունված սահմանադրությունը, որը հայ հասարակությունն արդեն իսկ կնքել է «սուպերվարչապետական» անունով։
Խոսքով խորհրդարանական, բնույթով «սուպերվարչապետական» այդ համակարգը հնարավորություն է ընձեռում վարչապետի պաշտոնը զբաղեցնող անձին իր ձեռքում կենտրոնացնել ողջ իշխանությունը՝ պատվերներ տալով, վերահսկելով, ճնշելով հակակշիռների և փոխզսպումների համակարգը, որն այդքան անհրաժեշտ է իրապես ժողովրդավար պետությանը։ Նիկոլ Փաշինյանը միանձնյա է վերահսկում թե՛ ֆինանսական շարժերը, թե՛ իրավապահների գործողությունները։ Ու քանի որ պետական փողերը, դրանց վերահսկողության համակարգը նրա ձեռքում են, բնականաբար իշխանությունը չի կարող կամ, ավելի ճիշտ, չի ուզում հրաժարվել իր ուռճացված լիազորություններից։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանի գնահատմամբ, պետական ​​կառավարման կենտրոնացման նպատակը ոչ թե այլախոհությունը ճնշելը պետք է լինի, այլ ջանքերի կենտրոնացումը բնական, նյութական, աշխատանքային և ֆինանսական ռեսուրսների ռացիոնալ և արդյունավետ օգտագործման, տնտեսության բոլոր ոլորտների համաչափ զարգացման, պահուստների ստեղծման և պահպանման վրա՝ որպես երկրի անխափան և առաջնային զարգացման հիմք:

«Համահայկական ճակատ» շարժման առաջնորդը բազմաթիվ դրվագներ է ներկայացրել իր հարցազրույցներում՝ Հայաստան պետության ոչ ժողովրդավար լինելու մասին, արձանագրել, որ խնդիրը նաև սահմանադրության մեջ է, որը հարկավոր է փոփոխել։ Փոփոխել ոչ թե Նիկոլ Փաշինյանի պատկերացրած տեսքով, որի պարագայում վարչապետն ավելի է ամրապնդելու իր միահեծան պաշտոնավարումը, այլ իրական հակակշիռների և զսպումների համակարգ ստեղծելով։ «Ով գալիս է իշխանության, Սահմանադրություն է գրում, այնպես, որ իրենք հետո պատասխանատվություն չկրեն։ Իսկ անունը դնում են ճանապարհ դեպի դեմոկրատիա: Նույն Չերչիլի խոսքերն ասեմ «դեմոկրատիան բերում են այն երկրներ, որոնք ուզում են բերել արտաքին կառավարման»։ Մեր երկիրը դրած է արտաքին կառավարման վրա, բայց մոռանում ենք, որ գնում ենք կործանման, մենք ոչինչ մեզ վրա չենք վերցնում։ Հայաստանը պետք է անցնի նախագահական կառավարման մոդելի»,- մի առիթով ասել էր Արշակ Կարապետյանը՝ նկատելով, որ նախագահական հզոր իշխանությունը՝ ժողովրդավարական նորմերի կիրառման հետ մեկտեղ, կարող է բարելավել պետական ​​ կառավարումը և ապահովել պետական ​​ապարատի կայուն, բարձրորակ աշխատանք, որը հիմնված կլինի կենտրոնացման մեխանիզմների, տեղային մարմինների իրավունքների ընդլայնման և հանրային վերահսկողության սկզբունքների վրա։
