Արևմուտքի վտանգավոր ծրագիրը ՀՀ–ի համար. ի՞նչ հետևանք կունենա ռուսական գազն ադրբեջանականով փոխարինելը

Նիկոլ Փաշինյանը և ՔՊ–ի առանցքային դեմքերը հայտարարում են, որ անհրաժեշտ է դիվերսիֆկացնել էներգետիկ ոլորտը և որ գազի շուկայում ՌԴ-ից կախվածությունը պետք է հաղաթահարվի։ Դրա հետ մեկտեղ, ՀՀ իշխանությունները ցանկանում են ձևավորել կարծիք, որ ռուսական գազից հրաժարվելու դեպքում Արևմուտքը մեզ կախարդական փայտիկի շարժումով էներգետիկ անկախություն կնվիրի, դե գազն էլ Հայաստան մտնելու է անչափ էժան գներով: Միայն թե հարց է առաջանում՝ իսկ ինչի կամ ում հաշվին Արևմուտքը, մասնավորապես՝ ԵՄ-ն, պետք է Փաշինյանին տա այդ էներգետիկ անկախությունը, մի դեպքում, երբ, օրինակ, Գերմանիան՝ Եվրոպայի ամենամեծ տնտեսությունը, բնական գազի սպառման շուրջ 50%-ն ապահովում է ռուսական գազի հաշվին։ Եվ հենց այստեղ է, ինչպես ասում են, թաղված շան գլուխը։ Արդյո՞ք պատահական է, որ Հայաստանի իշխանությունները վերջին շրջանում չեն բացառում Ադրբեջանից գազ գնալու հնարավորությունը և պնդում, թե ադրբեջանական գազն ավելի մատչելի գին կունենա։  Ստացվում է, որ Արևմուտքը պատրաստվում է Փաշինյանի ձեռքով ՌԴ-ին դուրս մղել ՀՀ էներգետիկ ոլորտից՝ փոխարենը որպես այլընտրանք առաջարկելով .... ադրբեջանական գազը:

Իսկ այժմ փաստերով վեր հանենք՝ արդյո՞ք ռուսական գազից հրաժարվելն իսկապես Հայաստանին դիվիդենտներ է տալու, թե հակառակը՝ ՀՀ տնտեսությունը հայտնվելու է կատաստրոֆիկ վիճակում: Եվ այսպես՝ գաղտնիք չէ, որ գործող գազամուղով Հայաստանը հնարավորություն ունի ՌԴ-ից ստանալ 2.5-3 միլիարդ խմ գազ: Այսօր ստանում ենք տարեկան մինչև 2 միլիարդ: Ռուսաստանը մեզ գազ վաճառում է խմ-ի համար 165 դոլար գնով սահմանին, մինչդեռ, ըստ տնտեսագետների, Ադրբեջանից գազ գնելը, մեղմ ասած, էժան հաճույք չի լինելու,  Բաքուն մեզ այն վաճառելու է 650 դոլար գնով, միևնույն ժամանակ չի բացառվում, որ Ադրբեջանը մեզ  վրա այն 4-5 անգամ թանկ վաճառի, քանի որ վաճառելու է արտահերթ:

Բացի այդ, Ադրբեջանից գազ Հայաստանը կարող է ստանալ մի քանի պայմանով, որոնցից առաջինն այն է, որ Հայաստանը պետք է կառուցի 50 կմ գազամուղ, այսինքն՝ այստեղ լրջագույն հավելյալ ծախսերի հետ ենք առնչվելու։ Միևնույն ժամանակ, պետք է հասկանալ, որ մեծ ծավալի գազ Ադրբեջանը Հայաստանին տալ չի կարղ, որովհետև Հայաստանին գազ տալ՝ նշանակում է կտրել Եվրոպայից, ինչն իր հերթին արդեն Եվրոպան թույլ չի տա։ Ադրբեջանի գազը մինչև 2035թ. պատվիրակված է: Սա նշանակում է, որ մենք Ադրբեջանից կես միլիարդ խմ-ից ավել գազ չենք կարող ստանալ և բնական է, որ դա չի ծածկելու մեր պահանջարկը: Եվ սա դեռ ամենը չէ:  Եվ վերջապես, ադրբեջանական գազը քաղաքական գազ է, որովհետև եթե նա մեզ գազ է տալիս, ցանկացած պահի կարող է և չտալ, և Հայաստանի տնտեսությունը կկանգնի:

Արևմուտքի մոտիվացիան պարզ է և հասկանալի՝ ամեն գնով նվազեցնել ՌԴ ներկայությունը և ազդեցությունը ՀՀ-ում, Հայաստանի իշխանություններն էլ հոժարակամ պատրաստ են երկրի էներգետիկ անվտանգությունը կախվածության մեջ դնել թշնամի երկրի քմահաճույքներից՝ ազդեցության հսկայական գործիքակազմ տալով Բաքվին՝ ընդդեմ Երևանի: Եթե ինչ-որ մեկը կարծում է, որ այս սցենարի իրագործման դեպքում ՌԴ-ն տուժելու է, ապա նա չարաչար սխալվում է:  Հայաստանի 1 տարվա գազի իրացման ծավալները «Գազպրոմի» ընդհանուր նորմատիվային կորուստների չնչին մասն են կազմում։ Հետևաբար Մոսկվան կարող է Հայաստանին ընդհանրապես գազ չմատակարարել, քանի որ «Գազպրոմը» գլոբալ բիզնեսում դրանից շատ մեծ կորուստ չի կրի:
