Ամենաերկար հետախուզվող անձը, Այվազովսկու կտավի ճակատագիրն ու թանկարժեք մեքենաները. հարցազրույց Հայաստանում «Ինտերպոլ»-ի ԱԿԲ պետի հետ

«Հետք»-ը զրուցել է Հայաստանում «Ինտերպոլի» ազգային կենտրոնական բյուրոյի պետ Արա Ֆիդանյանի հետ:

-Պարո՛ն Ֆիդանյան, այս պահի դրությամբ որքա՞ն անձ է Հայաստանի իրավապահ մարմինների կողմից միջազգային հետախուզման մեջ գտնվում և հիմնականում ի՞նչ արարքների համար:

-Այս պահին միջազգային հետախուզման մեջ է գտնվում 315 անձ: Համաձայն միջազգային հետախուզում իրականանցնելու գործընթացը կարգավորող մեր ազգային օրենսդրական դաշտի, ինչպես նաև «Ինտերպոլ»-ի կանոնադրության, միջազգային հետախուզում հայտարարվում է ծանր, առանձնապես ծանր հանցանք կատարած, ինչպես նաև հասարակական հնչեղություն ունեցող գործերով հետախուզման մեջ գտնվող անձանց նկատմամբ:

-Առհասարակ տարվա ընթացքում քանի՞ անձ է հայտնաբերվում, կա՞ մոտավոր ցուցանիշ:

-Միայն այս տարվա ընթացքում մեր ուղիներով իրականացված միջոցառումների արդյունքում հայտնաբերվել է 57 անձ, որոնցից 10-ը միջազգային հետախուզման մեջ են գտնվելիս եղել. 10-ն էլ ձերբակալվել են, իսկ 9-ը ենթարկվել են էքստրադիցիայի: Մեկ տարվա ընթացքում գրեթե կայուն իրավիճակ է տիրում միջազգային հետախուզման առումով. ընդհանուր առմամբ 300-ից 320-ի շրջանում է ընդհանուր միջազգային հետախուզվողների թիվը: Տարվա ընթացքում միջինը 120 անձ է հայտնաբերվում «Ինտերպոլ»-ի միջոցով, որոնցից 30-40-ն են միջազգային հետախուզվողներ լինում, ըստ որում`նրանք ոչ բոլորն են ենթարկվում էքստրադիացիայի. Էքստրադիցիոն գործընթացը բավական տևական ժամանակ է տևում, ուստի այնպես չէ, որ 120 հետախուզվողները կամ անգամ 30-40-ը պետք է անպայման ենթարկվի էստրադիացիայի:

-Ի՞նչ դժվարություններ են լինում` կապված էքստրադիցիայի հետ:

-Էքստրադիցիա իրականացնելու համար անհրաժեշտ է մի շարք պայմանների առկայություն, ըստ որում` տարբեր երկրներում ևս այդ գործընթացի համար տարբեր պայմաններ են առկա: Մասնավորապես, տվյալ արարքը պետք է հանցագործություն համարվի թե՛ հայցող, և թե՛ հայցվող պետությունների օրենսդրությամբ, այսինքն՝ թե՛ Հայաստանի օրենսդրությամբ, և թե՛ այն պետության, որտեղ նրանք հայտնաբերվում են: Բացի այդ պետք է նաև տվյալ հանցագործության վաղեմության ժամկետները լրացած չլինեն թե՛ Հայաստանի, և թե՛ այն պետության օրենսդրությամբ, որտեղ նրանք հայտնաբերվել են: Դրանից ելնելով է, որ ոչ բոլոր անձինք են ենթարկվում էքստրադիցիայի: Իսկ մերժումների կարևորագույն պատճառներից մեկն այն է լինում, որ այդ անձինք հանդիսանում են նաև այլ երկրների քաղաքացի. մենք միջազգային հետախուզում ենք իրականացնում ոչ միայն Հայաստանի քաղաքացիների, այլ նաև Հայաստանի տարածքում հանցանք կատարած, սակայն այլ երկրի քաղաքացի հանդիացող անձանց նկատմամբ:
