Ինչո՞ւ է տուգանքի վճարումից հետո այն ուղարկվում ԴԱՀԿ

Ոստիկանությունը պարզաբանում է տարածել տուգանքների վճարների հետ կապված, որում ասվում է․ 

«Վերջերս պարեկային ծառայությունում շատացել են քաղաքացիների դիմում-բողոքները՝ կապված վարչական իրավախախտումների վերաբերյալ որոշումների վճարման հետ։ Պարեկային ծառայությունում կատարված ուսումնասիրությունների արդյունքում պարզվել են մի շարք հանգամանքներ, որոնց պատճառով վճարման ընթացքում ի հայտ են գալիս խնդիրներ։

Խնդիրը հետևյալն է. քաղաքացին ստանում է վարչական իրավախախտման վերաբերյալ արձանագրությունը, տերմինալով կամ բանկի միջոցով կատարում է վճարում, սակայն որոշ ժամանակ անց պարզվում է, որ խախտման համար վճարումը չի կատարվել։

Պարզաբանենք։ Եթե որոշում է կայացված, որ քաղաքացին տուգանվել է, օրինակ՝ 20 000 դրամի չափով, նա տերմինալ է մուտք անում 20 000 դրամ։ Չի նկատում, որ պահվում է որոշակի գումար միջնորդավճար։ Այսինքն՝ տերմինալն ընդունում է 19 700 դրամ։ Փաստորեն տուգանքն ամբողջովին չի վճարվում, և այն ավտոմատ կերպով ուղարկվում է ԴԱՀԿ։

Ուսումնասիրությունները ցույց են տվել, որ տարածված մեկ այլ խնդիր էլ կա, երբ քաղաքացին տերմինալում մուտք է անում ոչ ճիշտ համարներ։ Այսինքն՝ ճիշտ է մուտքագրում հաշվեհամարը, իսկ որոշման համարը սխալ։ Այս անգամ նույնպես գումարը մուտք է լինում հաշվեհամարին, սակայն պարեկի արձանագրած տուգանքը մնում է չվճարված։

Բանկում վճարումների հետ կապված լինում է հետևյալ խնդիրը։ Բանկի աշխատակիցը որոշման համարը մուտքագրելիս կամ սխալ թվեր է նշում, կամ թվանշանների միջև ավելացնում է այսպիսի նշաններ / կամ այլ կերպ ասած՝ դրոպ։ Համակարգը չի ընդունում նման մուտքագրում։ Գումարը փոխանցվում է հաշվեհամարին, սակայն տվյալ որոշման սխալ մուտգաքրման պատճառով կրկին տունգանքը համարվում է չմուծված։

Հարգելի՛ քաղաքացիներ, տուգանքի վճարումներ կատարելիս եղեք ուշադիր։ Հաշվեհամարի համար նախատեսված վայրում նշեք որոշման կտրոնի ներքևի հատվածի հաշվեհամարի թվերը, իսկ որոշման համարի համար նախատեսված վայրում՝ որոշման կտրոնի վերևի հատվածում նշված թվերը։ Մուտքագրելիս ստուգեք որոշման համարը, եթե տերմինալը պահանջում է միջնորդավճար, վճարեք հավելյալ դրամը։ Սրանք մանրուքներ են, որոնք ստույգ կատարելու դեպքում զերծ կմնաք հավելյալ քաշքշուկներից։ Իսկ եթե արդեն բախվել են նմանատիպ խնդիրների, դիմեք պարեկային ծառայություն»։
