Կրթական համակարգի ոճիրը

Հայաստանում հերթական անգամ մեկնարկեց միասնական քննություններ կոչվող արատավոր համակարգը: Ինչու՞ արատավոր: Բացատրեմ: Ինչպես ընտրությունները, որոնք կրում են ձևական բնույթ, այնպես էլ քննությունները, իրականում որևէ խնդիր չեն լուծում:

Միասնական քննություններ կոչվող համակարգը կոռուպցիայի հերթական դրսևորումն է: Իհարկե, ոչ այն չափով, ինչ չափով դա տեղի էր ունենում մի քանի տարի առաջ: Սակայն այդ նվազումը կապված չէ իշխանությունների հետևողական աշխատանքի հետ: Ավելին, այդ ոլորտի պատասխանատուները բավականին տխրել են, որ փողը քչացել է: Դա ունի այլ պատճառներ: Պատճառներից գլխավորն արտագաղթն է և դիմորդների թվի կտրուկ նվազումը: Նվազման արդյունքում ընկնում է մրցակցությունը և եթե նախկինում, մարդիկ կաշառք էին տալիս, որ ստանան բարձր բալեր ու ընդունվեն բուհ, ապա հիմա այդ մոտիվացիան չկա: Ընդունում են գրեթե բոլորին: Իհարկե, ձևի համար կան մեկ-երկու անիմաստ ու պրեստիժային ֆակուլտետներ, ինչպիսիք իրավաբանականը կամ տնտեսագիտականն են, սակայն դրանց պահանջարկը նույնպես շուտով կնվազի: Հաջորդ պատճառը, դա Հայաստանում գործող արտասահմանյան բուհերն են, որոնք տալիս են անհամեմատ ավելի բարձրակարգ կրթություն: Պատճառների շարքում կարելի է նաև նշել միջազգային կրթական ծրագրերի ավելի հասանելի լինելը:

Ստեղծված իրավիճակի պատասխանատուն իշխանությունն է, իր նախագահով, վարչապետով, ԿԳ նախարարով: Ինչու՞, պատասխանը շատ պարզ է, նրանց ամենաթողության պարագայում կամ շահագրգռվածության, բուհերը վերածվել են ծերակույտի, վաղուց չկա սերնդափոխություն, նույնիսկ երիտասարդ կադրեր ներառելու դեպքում, շատ դրվագներում առաջնորդվում են ոչ թե իրական հմտություններով ու որակներով, այլ, թե ով ավելի շատ կշողոքորթի կամ համապատասխան ծառայություններ կմատուցի: Այս ամենի հետևանքով, բուհական համակարգի էֆեկտը հավասարվել է զրոյի:

Կամ, ինչպե՞ս կարելի է կրթության նման կարևորագույն ոլորտը վստահել դաշնակցությանը: Սա արդեն աբսուրդների շարքից է: Այս հանգամանքը նշանակում է, որ կրթության ոլորտը նրանց համար ամենահետնապահ ոլորտներից է: Այսօր, բուհական ոլորտին որևէ ռեֆորմ չի փրկի: Պետք է ամեն ինչ վերացնել, ու սկսել զրոյից:
