Եվրախորհրդարանը Ռուսաստանի հետ գործեր վարելու 5 սկզբունք է ձևակերպել

Եվրախորհրդարանի արտաքին հարաբերությունների հանձնաժողովը ներկայացրել է զեկույցի նախագիծ, որը սահմանում է Ռուսաստանի հետ հարաբերությունների կառուցման հիմնական սկզբունքները: Փաստաթղթի հետ ծանոթացել է RT-ն:

Այսպիսով, «ժողովրդավարությանը սատարելու» սկզբունքը ենթադրում է, մասնավորապես, հակազդեցություն «ռուսալեզու քարոզչությանը»: Դրա համար Եվրամիությանն առաջարկվում է ստեղծել հեռուստաալիք շուրջօրյա հեռարձակմամբ:

Բացի այդ, ԵՄ ղեկավարությանը խորհուրդ է տրվում դիտարկել Պետդումայի նոր կազմի լեգիտիմությունը չճանաչելու տարբերակը, եթե սեպտեմբերյան ընտրությունները ճանաչվեն կեղծված:

Իսկ ռուսների՝ ժողովրդավարական վերափոխումների ցանկությունը խթանելու համար առաջարկվում է Ռուսաստանի համար ընդունել «Արևելյան գործընկերություն» զարգացման ռազմավարությունը, որը ժամանակին Բրյուսելը նախաձեռնել էր նախկին ԽՍՀՄ երկրների հետ համագործակցության ամրապնդման համար:

Փաստաթղթի հեղինակների կարծիքով`«ամբողջ աշխարհում ժողովրդավարությունը պաշտպանելու համար», Եվրամիությունը պետք է միավորվի Միացյալ Նահանգների հետ և մշակի ընդհանուր միջոցներ` պատժամիջոցների, ֆինանսական օգնության և ակտիվիստներին աջակցելու առումով:

«Ժողովրդավարությունն ամեն բանից վեր» սկզբունքը ենթադրում է Մոսկվայի հետ ցանկացած երկխոսության մեջ առաջին հերթին հաշվի առնել մարդու իրավունքների պահպանման և ազատ ընտրությունների անցկացման հարցը: Միևնույն ժամանակ, փաստաթղթի հեղինակները խորհուրդ են տալիս սկսել «Հյուսիսային հոսք 2»-ի կասեցումից:

Առանձին կետ նվիրված է «ռուսական ագրեսիան զսպելու» թեմային: Այստեղ Եվրամիությունը, ՆԱՏՕ-ի և միջազգային գործընկերների հետ միասին, հրավիրվում է շարունակել ճնշումը Մոսկվայի վրա, որպեսզի ստիպի նրան դադարեցնել «միջամտությունը» Արևելյան գործընկերության տարածաշրջանի գործերին և վերադարձնել «ԵՄ-ի արևելյան հարևան պետությունների գրավյալ տարածքները»:

Եթե Մոսկվան շարունակի «ագրեսիվ գործողությունները», ապա, փաստաթղթի հեղինակները խորհուրդ են տալիս, որ ԵՄ-ն մտածի Ռուսաստանի SWIFT վճարային համակարգից անջատելու մասին: Բացի այդ, ԵՄ ղեկավարությանն առաջարկվում է մշակել ծրագիր՝ նվազեցնելու ռուսական գազի և նավթի մատակարարումներից կախվածությունը՝ առնվազն այնքան ժամանակ, քանի դեռ Կրեմլում գործող ղեկավարությունն է նստած:
