Նոր կառավարությունը պետք է օդում կախված հարցերը լուծելու քայլեր էլ իրականացնի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Անվիճելի է, որ առաջնային նշանակություն ունի ոչ միայն ցամաքում հստակ քայլերով առաջ շարժվելու համար պայքարելը, այլև՝ հարկավոր է այնպիսի քայլեր անել, որ օդում նույնպես սեփական տեղն ունենանք: Ինչպես հայտնի է, չի բացառվում, որ իրադարձությունները կարող են այնպիսի հունով զարգանալ, որ ռուսական «Աէրոֆլոտ» ավիաընկերությունը ստիպված լինի իր կողմից ԱՄՆ-ի ուղղությամբ իրականացվող թռիչքները դադարեցնել:

ՀՀ հանրային խորհրդի օդային տրանսպորտի քաղաքականության հարցերի ենթահանձնաժողովի նախագահ, «Ազգային ավիացիոն միավորում» հկ նախագահ Դմիտրի Աթբաշյանը սպասվող «անակնկալը» բացատրում է ոչ միայն ընկերության օդաչուների և անձնակազմի մյուս անդամներին ԱՄՆ մուտքի վիզա տրամադրելու ժամկետների կրճատմամբ, այլ ավելի կարևոր հանգամանքով: Խնդիրն այն է, որ այդ փոփոխություններից բացի այս ավիաընկերության բոլոր օդանավերը լիզինգային պայմանագրերով են շահագործվում: Եվ, որքան էլ զարմանալի է, դրանք կնքված են Վիրջինյան կղզիներում գրանցված օֆշորային ըներություններում: Բացի այդ, ավիաընկերության բոլոր օդանավերն ամբողջությամբ կամ 70 տոկոսով ամերիկյան պահեստամասերից են պատրաստված: Սա նշանակում է, որ հետագայում պահեստամասեր ձեռք բերելը կարող է բավականին դժվարանալ, ինչն էլ իր հերթին կարող է մեծ վտանգ հանդիսանալ ոչ միայն օդանավերի անխափան շահագործման, այլև հետագա ճակատագրի համար:

«ԱՄՆ-ն ճնշում է, որպեսզի ռուսական ընկերություններն ավելի վատ պայմաններում հայտնվեն: Մոտ 10-20 տարի առաջ, երբ ես միջազգային թռիչքներ էի իրականացնում, որևէ վիզա հարկավոր չէր լինում: Ընկերության միայն օդաչուի վկայականը բավարար էր ամբողջ աշխարհով անցնելու համար: Բայց հիմա ռուսական անձնակազմների համար հատուկ վիզային ռեժիմներ են սահմանվել. սա կարող է Ռուսաստանի հետ հարաբերություններն էլ ավելի սրել»,- ասաց Դ. Աթբաշյանը:

Այս խնդիրը ծագեց, երբ արաբական ընկերությունները որոշեցին օգտվել ստեղծված իրավիճակից և դիմեցին ԱՄՆ նախագահ Թրամփին: ԱՄՆ-ը նույնպես բաց երկնքի քաղաքականություն է վարում, բայց քանի որ օր ու գիշեր մտածում է նաև սեփական ավիացիայի շահերը պաշտպանելու մասին, այնուամենայնիվ, չմերժելով արաբական ընկերությունների խնդրանքը՝ օգտվեց իր իրավունքից և ռուսական ընկերության հանդեպ նման սահմանափակում մտցրեց:

Քաղավիացիայի նախկին պետի կարծիքով Հայաստանը աշխարհում միակ երկիրն է, որը սեփական ավիաընկերություն չունի: Իսկ հայկական անվանումներով ընկերությունները, որոնք ընդամենը մեկ-երկու ինքնաթիռ ունեն, ավիացիա կոչվել չեն կարող: Եվ որպեսզի նման դեպքերում Հայաստանն իր կամքից անկախ տուժողի կարգավիճակում չհայտնվի, պետք է առանց ժամանակ կորցնելու իր սեփական ընկերությունները ստեղծելու մասին մտածի: Դրանք հիմնելն ու զարգացնելը, ըստ հկ ղեկավարի, պետք է նոր կառավարության առաջնային խնդիրներից մեկը լինի: Հակառակ դեպքում Հայաստանը մշտապես կմնա նման իրավիճակներից կախված:

«Կարելի է ասել, որ մենք ընդհանրապես ավիացիա չունենք: Հայաստանը վերջապես պետք է մտածի սեփական ավիացիա ստեղծելու մասին: Իսկ այն մարդիկ, ովքեր հայկական ավիաընկերությունը՝ «Արմավիան» ոչնչացրեցին և հետո բաց երկնքի քաղաքականության մասին հայտարարեցին, պետք է պատժվեն: Բացի այդ, պետք է վերանայվեն նաև բաց երկնքի պայմանները, որպեսզի մենք կարողանանք մեր շահերը պաշտպանել նաև օդում»,- ասաց Դ. Աթբաշյանը:
