Վարկային և քրեական համաներում՝ հանուն սոցիալական արդարության․ Հրայր Կամենդատյան

Հարգելի՛ հայրենակիցներ,
Այսօր ես ուզում եմ ձեզ հետ խոսել մի թեմայի մասին, որն ուղղակիորեն վերաբերում է մեր հազարավոր քաղաքացիների ամենօրյա կյանքին, նրանց սոցիալական բեռին և արդարության զգացմանը։ Խոսքը վարկային և քրեական համաներման (ամնիստիայի) անհրաժեշտության մասին է։
 
Մեր երկրում այսօր ստեղծվել է մի իրավիճակ, երբ հասարակ քաղաքացին, տարիների ձախողված տնտեսական քաղաքականության, աղքատության և անվտանգային ճգնաժամերի հետևանքով, հայտնվել է վարկային ծանր լծի տակ։ Մարդիկ ստիպված են վարկ վերցնել՝ տարրական կարիքները հոգալու, կոմունալ վճարումներն անելու կամ առողջական խնդիրները լուծելու համար, իսկ հետո հայտնվում են սև ցուցակներում ու դատական քաշքշուկների մեջ։ Վարկային համաներումը շքեղություն չէ. դա հանրությանը շնչելու հնարավորություն տալու, տնտեսական այս ծանր ճնշումից մեր քաղաքացիներին ազատելու հրամայական է։
Նույնպիսի հրատապություն ունի նաև քրեական համաներումը, որը պետք է հնարավորություն տա վերանայելու շատերի գործերը և թեթևացնելու հանրային լարվածությունը։ Համաներումը, իրավական և քաղաքական իմաստով, պետության կողմից իր քաղաքացիներին տրվող հնարավորություն է՝ էջը թերթելու և նորից սկսելու համար։
 
Բայց եկեք նայենք այս ամենի բարոյական և քաղաքական կողմին։
Այսօր երկրի ղեկին գտնվող և հանրության աչքերում իր լեգիտիմությունը վաղուց կորցրած, իբր վարչապետի պաշտոնը զբաղեցնող անձը, շատ լավ գիտի, թե ինչ է համաներումը։ Ժամանակին, երբ նա հայտնվել էր իրավական պատասխանատվության առաջ, հենց համաներման (ամնիստիայի) շնորհիվ է դուրս եկել ազատություն։
 
Սա պատմական փաստ է, որը հնարավոր չէ ջնջել։ Մեկը, ով ինքն է օգտվել համաներման հումանիտար և իրավական հնարավորությունից, այսօր, կտրված լինելով իրականությունից, չի ուզում տեսնել ու զգալ սեփական ժողովրդի ցավն ու սոցիալական ծանրագույն վիճակը։ Երբ խոսքը վերաբերում է հազարավոր հայ ընտանիքների ֆինանսական խեղդամահ լինելուն կամ քաղաքացիների ճակատագրերին, ներկա իշխանությունը ցուցաբերում է բացարձակ անտարբերություն։
 
Մեզ անհրաժեշտ է համակարգային մոտեցում, որը հաշվի կառնի ժողովրդի իրական շահերը, կթոթափի վարկային բեռը և կտա իրավական արդարության այնպիսի լուծումներ, որոնք ծառայում են ոչ թե իշխանական աթոռների պահպանմանը, այլ Հայաստանի Հանրապետության քաղաքացու արժանապատիվ կյանքին։
