Ի՞նչ է իրականում տեղի ունենում թոշակների բարձրացման անվան տակ

Պարզվում է՝ ՔՊ-ում որոշել են, թե ինչպես կարող են ընտրություններին ընդառաջ «գայթակղել» պոտենցիալ ընտրազանգվածին. ՔՊ-ական Թորոսյան Արսենը հայտարարել է, թե թոշակների ու նպաստների հետվճարի հետ կապված նոր կարգավորումներ են մտցնելու: «Մենք հետվճարի բոլոր կենսաթոշակներից և նպաստներից ունենք հետվճարի գործող համակարգ, որը սահմանափակված է 12, %–ով, բայց ոչ ավել, քան 6000 ֏–ը, որը կախված է նպաստի կամ կենսաթոշակի չափից։ Հիմա նոր կարգավորումը հետևյալն է լինելու, որ մենք 12 % սահմանաչափը բարձրացնում ենք մինչև 20 տոկոսի և առավելագույն թիվը մինչև 10000 դրամի»,-մասնավորապես՝ ասել է Աշխատանքի և սոցիալական հարցերի նախարար աշպատող Արսենը՝ կոչ անելով հնարավորինս շատ կատարել անկանխիկ առևտուր։

Թվում է՝ դրական բան է, սակայն իրականում այդ դրականը խիստ պայմանական է: Խնդիրն այն է, որ գյուղական փոքր համայնքներում անկանխիկ առևտրի կետեր քիչ են, ինչը նշանակում է, որ շատ թոշակառուներ շրջաններում չեն կարողանա օգտվել ծրագրից, ինչը սոցիալական անհավասարություն է ստեղծում։ Թոշակի բարձրացումն իշխանությունները պայմանավորում են անկանխիկ գնումներով, հետևաբար՝ եթե թոշակառուն նախընտրում է կանխիկ գործարքները՝ պայմանավորված ինչ-ինչ հանգամանքներով, ապա դա նշանակում է, որ նա չի ստանա հավելավճար, ինչը դժվար է անվանել թոշակի բարձրացում. գումարը ավելանում է միայն ծախսի դիմաց, ոչ թե որպես երաշխավորված եկամուտ:


Մյուս կողմից՝ երկրում կա տերմինալների, բանկային քարտերի, ինտերնետ կապի հասանելիության խնդիր, ինչը կարող է էապես սահմանափակել ծրագրի արդյունավետությունը՝ իշխանոթյունների համար դրանից բխող քաղաքական հետևանքններով։ Մինչդեռ եթե իսկապես ցանկություն կար՝ թոշակները բարձրացնելու, կարելի էր խնդրին մոտենալ ավանդական մեթոդով՝ հատկապես հաշվի առնելով Նիկոլի հայտարարություններն այն մասին, թե երկրում չկա փողի խնդիր:


Որոշել են կրկին կապիկություն անել, քանի որ հասկանում են՝ եթե թոշակները բարձրացնեն այնպես, որ դա վերաբերի բոլորին, ապա կարող է Նիկոլին աթռին պահողների աշխատավարձի խնդիր ծագել մի դեպքում, երբ դա ՔՊ-ի համար ամենակարևոր հարցերից մեկն է. կենաց-մահու թեմա է:
