Օտարի հույսին…

Հայաստանի թիվ մեկ ներքին գերխնդիրն, ինչպես հայտնի է, աղքատությունն է: Հատկապես վերջին տարիներին այս առումով երկրում, իրոք, մտահոգիչ իրավիճակ է ստեղծվել, ինչը չի կարող անհանգստություն չառաջացնել, չի կարող հետևություններ անելու առիթ չտալ:
Սոցիալ-տնտեսական բարդ իրավիճակի հաղթահարման բանալին, բոլորը գիտեն, Հայաստանում ներդրումներ ներգրավելն ու բիզնես միջավայրի բարելավումն է, ինչն ինքնաբերաբար բերելու է նոր աշխատատեղերի ստեղծմանը, բնակչության ընդհանուր եկամուտների ավելացմանը, նեգաղթին և այլն:
Ցավոք, պետք է նկատենք, որ Հայաստանում հատկապես վերջին շրջանում ոչ միայն ներդրումներ չեն կատարվում, այլև տեղի է ունենում կապիտալի արտահոսք, ինչը նշանակում է, որ խնդիրը լուծելու համար նոր մոտեցումներ են անհրաժեշտ, նոր հայեցակարգեր: Միայն ճառերով այս հարցը չես կարգավորի: Պետք է հասկանալ՝ ի՞նչն է պոտենցիալ ներդրողին այսօր վանում մեզանից, ի՞նչն է ստիպում նրան հետ կանգնել վերջին քայլն անելու մտքից, ի՞նչն է այսօր օտարերկրացուն, ռեալ կապիտալ ներդրողին ստիպում իր ցուցակից ջնջել Հայաստանը: Խնդիրը, սակայն, միայն օտարերկրյա կապիտալ ներդրումներ ապահովելու մեջ չէ այսօր:
Խոշոր ու կայացած սփյուռք ունեցող երկրի, ազգի համար թվում է պետք է նմանատիպ խնդիրներ չլինեին: Վերջիվերջո՝ բոլորիս աչքի առաջ է Իսրայելի օրինակը, որի ֆիզիկական գոյությունն իսկ հնարավոր է դարձել հատկապես հրեական սփյուռքի կապիտալի շնորհիվ:
Ուրեմն՝ մեզ ի՞նչն է խանգարում գնալ նույն ճանապարհով, ի՞նչ է, համապատասխան հարթակներ չկա՞ն, գաղափարական սո՞վ է, թե՞ ուղղակի ցանկությունն է նվազել սեփական լուման ներդնելու հայրենիքի կայացման գործում: Ի դեպ՝ այս առումով բավական դիպուկ ու խոսուն է Արա Աբրահամյանի նկատառումն այն մասին, որ օրերս Երևանում անցկացված Եվրասիական տնտեսական ֆորումի մասնակիցների գերակշիռ մեծամասնությունն օտարներ էին՝ աշխարհի տարբեր ծագերից, իսկ հայ բիզնեսմեններ չկային:
Ու հիմա հարց է առաջանում՝ եթե մեր ազգակից գործարարներն ուշադրություն չեն դարձնում Հայաստանի փաստացի հրավերին՝ գալու, ներդրումներ կատարելու այստեղ, ապա օտարն ինչո՞ւ պետք է ներդրումներ անի: Գուցե արժեր սեփական օրինակով աշխարհին ապացուցել մեր կենսունակությունն ու Հայաստանի հնարավորություններն ու հետո՞ միայն պահանջել…
Անկասկած, օբյեկտիվ լինելու համար պետք է նկատենք, որ այս ամենի հիմքում միայն սուբյեկտիվ պատճառներ չէ, որ ընկած են: Հայաստանում, ցավոք, դեռևս լուրջ խնդիրներ կան հաջող բիզնես ծավալելու հետ կապված ու երևի թե հենց թերահավատությունն է, որ մեր շատ հայրենակիցներին ստիպում է հեռու մնալ հայկական շուկա մուտք գործելու մտքից: Կյանքն է ստիպել, ի՞նչ կարղ ես անել…
