Եթե անհատական շարժունակության միջոցը կահավորված չէ արագությունը չափող սարքավորումով, կկիրառվի տուգանք. ՆԳՆ

Հայաստանում, մասնավորապես՝ Երևանում էականորեն շատացել են էլեկտրական շարժիչով անհատական շարժունակության տրանսպորտային միջոցները: Ներքին գործերի նախարարությունը հաղորդագրություն է տարածել, որտեղ նշվում է, որ կանոնակարգվում է անհատական շարժունակության միջոցներով երթևեկությունը: 

Ներքին գործերի նախարարության օրենսդրական նախաձեռնությամբ սահմանվել է Անհատական շարժունակության միջոց հասկացությունը։ Այն մեկ կամ մի քանի անիվ ունեցող տրանսպորտային միջոց է, որը նախատեսված է էլեկտրական շարժիչի օգտագործմամբ մարդու անհատական տեղաշարժման համար, օրինակ՝ էլեկտրական սկուտեր, էլեկտրական սքեյթբորդ, գերոսկուտեր, սեգվեյ, միանիվ և այլ նմանատիպ միջոցներ։

Անհատական շարժունակության միջոց վարելու իրավունք ունեն 18 տարեկանից բարձր տարիք ունեցող, ինչպես նաև 16 տարին լրացած և «AM» ենթակարգի տրանսպորտային միջոց վարելու իրավունք ունեցող անձինք։
Մինչև 18 տարեկան անձանց կողմից, բացառությամբ 16 տարին լրացած և AM ենթակարգի տրանսպորտային միջոց վարելու իրավունք ունեցող անձանց, անհատական շարժունակության միջոցներով երթևեկության թույլատրելի վայրերը սահմանվում են համայնքի ավագանու կողմից:

Անհատական շարժունակության միջոցներով երթևեկությունը թույլատրվում է հեծանվային կամ հեծանվահետիոտնային արահետներով կամ հեծանվորդների համար նախատեսված գոտիով, դրանց բացակայության կամ դրանցով երթևեկելու անհնարինության դեպքում` օրենքով սահմանված այլ վայրերում: Երթևեկելի մասում ինքնագլորների երթևեկությունը թույլատրվում է մեկ շարքով։
Անհատական շարժունակության միջոցները վարձակալությամբ տրամադրող կազմակերպությունների համար նախատեսվում է պարտավորություն, որպեսզի բացառեն այդ միջոցները բնակավայրերի սահմաններում կամ համայնքի ավագանու արգելած վայրերում 25 կմ/ժ-ից ավելի արագությամբ վարելը։

Արգելվում է անհատական շարժունակության միջոցով տեղափոխել ուղևոր կամ բեռ։ Բացառություն է, եթե այն պահվում է առանց ձեռքերի օգտագործման, օրինակ՝ ուսապարկ կրելը։

Արգելվում է վարել թունելներում, թաց ծածկույթ ունեցող ճանապարհներին։

Եթե ապրանքների առաքում իրականացնող անձը առանց սաղավարտի կամ չկոճկած սաղավարտով է վարում հեծանիվը, մոպեդը կամ ինքնագլորը, ապա նախատեսված է տուգանք՝ սահմանված նվազագույն աշխատավարձի յոթնապատիկի չափով։

2025 թ․ սեպտեմբերի 1-ից ուժի մեջ է մտնում նաև կարգավորումը, ըստ որի՝ եթե անհատական շարժունակության միջոցը օրենքով սահմանված կարգով կահավորված չէ արագությունը չափող սարքավորումով, կկիրառվի տուգանք՝ կազմակերպությունների համար նվազագույն աշխատավարձի 29-ապատիկի, իսկ ֆիզիկական անձնանց նկատմամբ՝ նվազագույն աշխատավարձի 10-ապատիկի չափով։
