ՆԳՆ օրենսդրական նախաձեռնությունը միտված է հանցագործությունների կանխմանն ու հանրային անվտանգության ապահովման որակի բարձրացմանը։ Այսպես է հիմնավորել անվտանգության ապահովման շրջանակում տնտեսվարող սուբյեկտների կողմից իրենց տարածքները տեսահսկման համակարգերով ապահովելու օրենսդրական փաթեթի մշակումը նախարարության իրավաբանական վարչության պետ Ռուսլան Մարանդյանը։

Հանրային լրագրության ակումբը կազմակերպված քննարկման ժամանակ Ռուսլան Մարանդյանը, անդրադառնալով նախագծի առնչությամբ առկա տարբեր մոտեցումներին, նշել է.

Տեսահսկման համակարգերի միջոցով տվյալների մշակումը կարող է իրականացվել բացառապես օրենքով նախատեսված իրավաչափ նպատակների շրջանակներում (իրավախախտումների կանխում, նախականխում և բացահայտում, քննությունից կամ պատիժը կրելուց խուսափող անձանց և հանցավոր ճանապարհով ձեռք բերված գույքի հայտնաբերում, անհետ կորած քաղաքացիների և հետախուզվող տրանսպորտային միջոցների հայտնաբերում, հասարակական կարգի պահպանություն ու անվտանգության ապահովում)։ Այլ նպատակներով տվյալների մշակումն արգելվում է։

. Տվյալներն ունենալու են բարձր պաշտպանվածություն։ Նախատեսվում է ներդնել արդի տեխնոլոգիական լավագույն լուծումներով և հնարավոր ամենաբարձր պաշտպանվածությամբ համակարգ։
