Ադրբեջանը բռնություն է կիրառել և խոշտանգել է հայ ռազմագերիներին. Human Rights Watch

Ադրբեջանական ուժերը բռնության են ենթարկել 2020 թվականի ղարաբաղյան ռազմական գործողությունների հետևանքով գերության մեջ հայտնված հայ ռազմագերիներին՝ նրանց խոշտանգումների ենթարկելով ինչպես գերեվարելու պահին, այնպես էլ տեղափոխելիս կամ քննչական մեկուսարաններում պահելիս։ Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին ասվում է միջազգային իրավապաշտպան Human Rights Watch կազմակերպության հայտարարության մեջ: «Ադրբեջանի իշխանությունները պետք է հետաքննեն վատ վերաբերմունքի վերաբերյալ բոլոր մեղադրանքները և պատասխանատվության ենթարկեն մեղավորներին։ Ադրբեջանը նաև պետք է անհապաղ ազատ արձակի մնացած բոլոր ռազմագերիներին և կալանավորված քաղաքացիական անձանց ու տեղեկություններ հաղորդի այն զինծառայողների և քաղաքացիական անձանց գտնվելու վայրի մասին, որոնց կարգավիճակն անհայտ է, սակայն վերջին անգամ նրանց տեսել են ադրբեջանական կալանքի տակ»,- ասվում է կառույցի հայտարարության մեջ։ Human Rights Watch-ի՝ Եվրոպայի և Կենտրոնական Ասիայի տնօրեն Հյու Ուիլիամսոնը նշել է. «Ձերբակալված հայ զինվորների նկատմամբ դաժան վերաբերմունքը, այդ թվում և խոշտանգումները նողկալի են և համարվում են պատերազմական հանցագործություն»: Նա ընդգծել է, որ նմանօրինակ պատերազմական հանցանքները պետք է անհապաղ պատասխանատվության ենթարկվեն: Կազմակերպությունը զրուցել է նաև 4 նախկին ռազմագերիների հետ, որոնք մանրամասն նկարագրել են իրենց և այլ ռազմագերիների նկատմամբ վատ վերաբերմունքի դրսևորումները։ Նրանք բոլորը պատմել են երկար և պարբերաբար ծեծի ենթարկվելու մասին: Նրանցից մեկը հայտնել էր, որ իրեն խոշտանգել են սուր մետաղական ձողի օգնությամբ, մյուսը պատմել էր իրենց էլեկտրահարելու դեպքերի մասին, իսկ մեկ այլ նախկին ռազմագերի տեղեկացրել էր, որ անընդհատ վառվող ծխախոտով այրվածքներ են հասցրել: Տղամարդկանց պահել են նվաստացուցիչ պայմաններում, հատկապես առաջին օրերին շատ քիչ ջուր ու ուտելիք են տվել:   «Բռնությունների և խոշտանգումների վերաբերյալ տեղեկությունները մտահոգություն են առաջացնում, որ դեռևս Ադրբեջանում պահվող հայ ռազմագերիները նոր խոշտանգումների ենթարկվելու վտանգի տակ են: Ադրբեջանի իշխանությունները պետք է վստահեցնեն, որ հայ ռազմագերիներն ու մյուս կալանավորվածները, ովքեր դեռևս անազատության մեջ են, ունեն այն պաշտպանությունը, որը ենթադրում են միջազգային մարդու իրավունքներն ու հումանիտար օրենքը, որոնք ենթադրում են խոշտանգումների ու բռնությունների բացառում»,- նշել է Human Rights Watch-ը:
