Ադրբեջանի իշխանությունները պետք է պատասխանատվություն կրեն պատերազմական հանցագործությունների համար. ՀՀ ՄԻՊ

Ադրբեջանական իշխանությունները կատարել են մարդկության դեմ ուղղված հանցագործություններ՝ COVID-19-ի պայմաններում Արցախի և Հայաստանի դեմ լայնածավալ զինված հարձակումներով:

Այդ փաստն ապացուցում է ՀՀ մարդու իրավունքների պաշտպանի նոր արտահերթ զեկույցն անգլերենով:

Մարդու իրավունքների պաշտպանի այս արտահերթ զեկույցը կոնկրետ օրինակներով ու մասնագիտական վերլուծությամբ ցույց է տալիս «Ադրբեջանի կողմից մարդկության դեմ կատարված հանցագործությունները COVID-19-ի մարդածին աղետի համատեքստում»:

Արտահերթ զեկույցում նշվում է, որ չնայած ՄԱԿ-ի Գլխավոր քարտուղարի և Անվտանգության խորհրդի հայտարարություններին, որ COVID-19-ի պայմաններում պետք է անհապաղ դադարեցվեն բոլոր իրավիճակներում ռազմական գործողությունները, Ադրբեջանի իշխանությունների կողմից 2020 թվականի սեպտեմբեր-նոյեմբեր ամիսների պատերազմի նախաձեռնումը վտանգել է Արցախի ողջ բնակչության կյանքն ու առողջությունը՝ դիտավորյալ պատճառելով մահեր և տառապանքներ: Այն զգալիորեն նպաստել է նաեւ Հայաստանում մահվան թվերի աճին:

Այս ամենն իրականացվել է մահացու վիրուսի արագ տարածումն արագացնելու և առողջապահական համակարգի վերջնական փլուզմանը հասնելու միջոցով:

Այսպիսով, մարտի 1-ից սեպտեմբերի 26-ը ընկած ժամանակահատվածում COVID-19-ի համավարակի 49400 դեպք է գրանցվել, մինչդեռ պատերազմի ժամանակ՝ սեպտեմբերի 27-ից նոյեմբերի 9-ը այս թիվը հասել է 59287:

Ինչ վերաբերում է մահացության ցուցանիշներին, ապա նախապատերազմյան յոթ ամիսների ընթացքում արձանագրվել է 951 մահվան դեպք, մինչդեռ պատերազմի ընթացքում այդ թիվը հասել է 658-ի:

Արձանագրած այս փաստերը ևս մեկ անգամ ապացուցում են Մարդու իրավունքների պաշտպանի պնդումները, որ Ադրբեջանի իշխանությունները պետք է պատասխանատվություն կրեն պատերազմական հանցագործությունների համար, քանի որ անպատժելիությունը ծնում է նոր՝ ավելի դաժան հանցագործություններ։

Զեկույցն ուղարկվելու է միջազգային համապատասխան կառույցներին, ՀՀ պետական մարմիններին։
