Նախարարին կձերբակալե՞ն

Դատելով ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության շուրջ հետզհետե թեժացող աղմուկից, որ, պետք է նկատել, միանգամայն օբյեկտիվ հիմքերի վրա է գոյանում, Արտեմ Ասատրյանին ապագայում լավ օրեր չեն սպասվում. եկել է հատուցման ժամանակը:

Ասում են՝ Ասատրյանի գերատեսչությունում հատկապես վերջին շրջանում ողջ թափով ստուգումներ են ընթանում, որոնց արդյունքում հաջողվել է «ջրի երես դուրս բերել» չափազանց խոսուն ու ցցուն խախտումներ, որոնք բազմաթիվ թելերով գնում-հասնում են նախարար Ասատրյանին: Թե ինչով է պայմանավորված Ասատրյանի գերատեսչության նկատմամբ որոշ մարմինների կողմից դրսևորվող հետաքրքրասիրությունը, իհարկե, խոսակցության առանձին թեմա է, բայց, որ այդպիսի ուշադրության կարիք նախարարությունը վաղուց էր զգում, անհերքելի իրողություն է. բացահայտված փաստերն, իրոք որ ցցուն կերպով ցույց են տալիս այն բոլոր թերացումներն ու չարաշահումները, որ տարիներ ի վեր բնորոշ է եղել այս համակարգին՝ ծայրից ծայր:

Իսկ բացահայտված դեպքերն, ինչ խոսք, բազմաբնույթ են՝ սկսած տարրական կոռուպցիոն դրսևորումներից մինչև ամենաստոր թալան ամենախոցելի խավերից: Թվենք դրանցից մի քանիսը՝ 2016թ-ին ԱԱԾ կողմից այս նախարարության բժշկասոցիալական փորձաքննության գործակալությունում կաշառակերության լուրջ մեխանիզմի բացահայտում, 2017թ-ին դատախազությունում նախարարության ենթակայության տակ գտնվող «Երևանի թիվ 1 տուն ինտերնատ» ՊՈԱԿ-ում կատարված ուսումնասիրությամբ բացահայտված ճչացող փաստերի վերաբերյալ քրեական գործի հարուցում: Իսկ ահա վերջերս էլ քրեական գործ էր հարուցվել «Պետական աջակցություն ՀՀ մանկական խնամակալական կազմակերպությունների շրջանավարտներին» ծրագրի շրջանակներում ձեռք բերված գույքի տնօրինման հետ կապված՝ առանձնապես խոշոր չափերի գույքը յուրացման եղանակով հափշտակելու համար: Մի խոսքով՝ հարուցված քրեական գործերի պակաս այս նախարարությունը չի զգում:

Այն, որ Հայաստանի պետական կառավարման ողջ համակարգը խորապես վարակված է «կոռուպցիա» կոչվող ախտով, հայտնի էր ի սկզբանե. այս ճշմարտությամբ ոչ ոքի այսօր անակնկալի չես բերի: Բայց որ բանը կհասներ սոցիալապես խոցելի խավերի նկատմամբ անխնա թալանին, քչերը կարող էին երևակայել. Ասատրյանի իմացությամբ ու անմիջական թողտվությամբ տեղի ունեցած կոռուպցիոն դրսևորումները ոչ միայն օրենքի տառի խախտում են, այլև, որ ոչ պակաս կարևոր է, ընդգծված անբարոյական, քանի որ թալանը տեղի է ունենում մի կառույցում, որն ի սկզբանե կոչված է կարիքավորների մասին հոգ տանելուն, նրանց խնամելուն, այնինչ ճիշտ հակառակ պատկերի են ականատես դառնում:

Այնպես որ՝ դատելով ամենայնից, դատելով նախարարության շուրջ օրըստօրե է՛լ ավելի մեծ ռեզոնանս ստացող աղմուկից՝ կարելի է ենթադրել, և դա, ըստ էության, անվիճարկելի է, որ առաջինն, ով ներկա կառավարությունում ստիպված կլինի հրաժեշտ տալ իր նախարարական պաշտոնին, Ասատրյանն է լինելու, ու դեռ պետք է ուրախանա, եթե հաջողվի այդքանով գլուխը պրծացնել. այս տարիների ընթացքում այնքան է հասցրել մեղանչել սեփական խղճի առաջ, որ աթոռի կորստով փոխհատուցելն իսկական արքայություն կլիներ իր համար:
