Շատ ներդրողների ու բանկերի համար առաջնայինը G տառն է. չեղավ, ոչ մի բան չեն անի. Արմեն Ստեփանյան (տեսանյութ)

Հայաստանում կայուն զարգացման մասին խոսելիս բնապահպանական և սոցիալական հարցերը հաճախ ավելի մեծ ուշադրության են արժանանում, քան կորպորատիվ կառավարումը։ Մինչդեռ միջազգային պրակտիկայում հենց վերջինս կարող է որոշիչ լինել ներդրումային որոշումների համար։

Այս մասին հոկտեմբերի 17-ին՝ Ծաղկաձորում անցկացվող Mining Armenia Forum 2026-ի երկրորդ օրը, հայտարարել է Զանգեզուրի պղնձամոլիբդենային կոմբինատի գլխավոր տնօրենի տեղակալ, կայուն զարգացման գծով տնօրեն Արմեն Ստեփանյանը։

Նրա խոսքով՝ Հայաստանում ESG-ի՝ բնապահպանական, սոցիալական և կորպորատիվ կառավարման չափանիշների շուրջ քննարկումները ակտիվացել են վերջին երկու տարվա ընթացքում, սակայն դրանցում ամենաքիչ ուշադրությունը հատկացվում է կառավարման բաղադրիչին՝ «G»-ին։

«Բոլորի համար ամենակարևորը G տառն է», - քննարկման ընթացքում ընդգծել է Ստեփանյանը։

Նա նշել է, որ միջազգային պրակտիկայում ֆինանսական մի շարք կառույցներ կորպորատիվ կառավարումը դիտարկում են որպես ներդրումային որոշումների կայացման առաջնային չափանիշներից մեկը։ Ընդ որում՝ ներդրողները ESG սկզբունքների ներդրումը պահանջում են նաև այն կառավարման համակարգերում, որոնք առաջին հայացքից անմիջական կապ չունեն բնապահպանական կամ սոցիալական խնդիրների հետ։

Ստեփանյանի դիտարկմամբ՝ կառավարման բաղադրիչը չպետք է դուրս մնա Հայաստանի ESG օրակարգից։

«Սա լուրջ խնդիր է, և անհրաժեշտ է միասնական ջանքերով բարձրացնել այս բաղադրիչի՝ այս G տառի կարևորությունը, քանի որ հենց դրանից են բխում բնապահպանական ու սոցիալական կառավարման ցուցանիշները», - ասել է նա։

Միևնույն ժամանակ, ըստ Ստեփանյանի, ԶՊՄԿ-ն նախընտրում է կիրառել «կայուն զարգացում» եզրույթը՝ կարևորելով ոչ միայն ընթացիկ գործունեության արդյունքները, այլև ապագա սերունդներին թողնվող ժառանգությունը։

Անդրադառնալով ոլորտի հիմնական մարտահրավերներին՝ Ստեփանյանն առանձնացրել է պոչամբարների, ջրային ռեսուրսների և արտանետումների կառավարումը, ինչպես նաև տեղական համայնքների հետ փոխգործակցությունը։

Նրա խոսքով՝ հենց այս ուղղություններով իրականացվող աշխատանքներն են տարբերակում պատասխանատու հանքարդյունաբերական ընկերություններին մյուսներից։

«Եթե դու պատասխանատու հանքարդյունաբերական ընկերություն ես, չպետք է սահմանափակվես միայն օրենսդրական պահանջներով կամ ներդրողների թելադրանքով։ Անհրաժեշտ է ձգտել ավելիին», - ընդգծել է Ստեփանյանը։

ESG սկզբունքների կիրառումը, այսպիսով, միայն բնապահպանական կամ սոցիալական պարտավորությունների կատարումը չէ․ այն ներառում է նաև ընկերության կառավարման որակը, հաշվետվողականությունն ու երկարաժամկետ պատասխանատվությունը։

Նշենք՝ Mining Armenia Forum 2026-ի համակազմակերպիչներն են «Հանքարդյունաբերական ֆորում» զարգացման հիմնադրամը և Հայաստանի հանքարդյունաբերության և մետալուրգիայի ասոցիացիան։

Երրորդ անգամ անցկացվող ֆորումի ռազմավարական հովանավորներն են «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» և «Լիդիան Արմենիա» ընկերությունները, իսկ գլխավոր հովանավորները՝ Ամերիաբանկը և «Թեղուտ» ՓԲԸ-ն։
