Հաշմանդամություն ունեցող անձանց և 63 տարեկանից բարձր քաղաքացիների համար կներդրվի զբաղվածության խթանման նոր ծրագիր

Հաշմանդամություն ունեցող անձանց և 63 տարեկանից բարձր քաղաքացիների համար կներդրվի զբաղվածության աջակցության նոր ծրագիր։ Համապատասխան որոշումն ընդունվել է Կառավարության հունիսի 18-ի նիստում։

Նոր ծրագրի մեկնարկը նախատեսված է 2027 թվականի հունվարի 1-ին։ Նախագիծը ներկայացնելիս ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արսեն Թորոսյանը, մասնավորապես, նշել է, որ առաջարկվում է զբաղվածության նոր ծրագիր 1-ին կամ 2-րդ խմբի հաշմանդամություն ունեցող, ինչպես նաև ֆունկցիոնալության խորը կամ ծանր սահմանափակումներով անձանց և 63 տարեկանից բարձր, այսինքն՝ կենսաթոշակային տարիքի հասած քաղաքացիների համար։

«Նպատակն է ընդլայնել այս մարդկանց հնարավորությունները, բարձրացնել նրանց մրցունակությունն աշխատաշուկայում և ապահովել կայուն զբաղվածություն։ Ծրագրի իրականացումը կնպաստի հասարակական ու տնտեսական կյանքում նրանց ակտիվ ներգրավմանը՝ ապահովելով արժանապատիվ ինքնադրսևորում, լրացուցիչ եկամուտների ձևավորում և սոցիալական ակտիվության բարձրացում», — պարզաբանել է Թորոսյանը։

Նախարարի խոսքով՝ ծրագրի անհրաժեշտությունը պայմանավորված է նրանով, որ 63 տարեկանից բարձր, ինչպես նաև հաշմանդամություն ունեցող բազմաթիվ քաղաքացիներ ունեն մասնագիտական մեծ ներուժ ու հասարակությանը օգտակար լինելու ցանկություն, սակայն միշտ չէ, որ նրանք ինքնադրսևորվելու հնարավորություն են ստանում։ «Մենք առաջարկում ենք աջակցություն տրամադրել այն գործատուներին (բացառությամբ պետական ծառայություններ մատուցող կազմակերպությունների), որոնք առնվազն 3-6 ամիս ժամկետով աշխատանքային պայմանագրեր կկնքեն 1-ին կամ 2-րդ խմբի հաշմանդամություն ունեցող անձանց կամ 63 տարեկանից բարձր քաղաքացիների հետ։ Ընդ որում, պայմանագրերը կարող են նախատեսել ինչպես լրիվ, այնպես էլ ոչ լրիվ զբաղվածություն»,- մանրամասնեց Թորոսյանը։

Նա հայտնեց, որ ծրագրի շրջանակում առաջարկվում է.

առաջին երեք ամիսների ընթացքում գործատուին փոխհատուցել եկամտային հարկի 50%-ը, բայց ոչ ավելի, քան 25 հազար դրամը.

4-6-րդ ամիսների ընթացքում փոխհատուցել եկամտային հարկի 100%-ը, բայց ոչ ավելի, քան 50 հազար դրամը։

«Մենք առաջարկում ենք ծրագիրը գործարկել 2027 թվականի հունվարի 1-ից, քանի որ դեռ անհրաժեշտ է որոշակի նախապատրաստական աշխատանքներ իրականացնել։ Մասնավորապես՝ թվային համակարգում», - նշել է Արսեն Թորոսյանը՝ հավելելով, որ ծրագրի հաջող իրականացման դեպքում դրա գործողությունը կարող է տարածվել նաև քաղաքացիների այլ խմբերի վրա։
