Առաջարկվում է 16 տարին լրացած անձանց համար նույնականացման քարտ ունենալը դարձնել պարտադիր

Կառավարությունը հավանություն է տվել «Անձը հաստատող փաստաթղթի մասին» օրենքի և հարակից օրենքների նախագծերին և այն համարել  անհետաձգելի։ Ինչպես նշել է Ներքին գործերի նախարար Արփինե Սարգսյանը, փաթեթի նպատակը ՀՀ-ում ներդրվող կենսաչափական նոր համակարգին համապատասխան  համակարգված տարբերակով օրենսդրություն  ունենալն է։ «Նախագծերով առաջարկում ենք  16 տարին լրացած անձանց համար նույնականացման քարտ ունենալը դարձնել պարտադիր, և նույնականացման քարտ ունենալու պայմաններում է միայն, որ անձը կարող է ստանալ կենսաչափական անձնագիր: 6-16 տարեկան անձանց համար նախատեսում ենք կամարտահայտության սկզբունքով նույնականացման քարտ ունենալու հնարավորություն, իսկ մինչև 6 տարեկան անձանց դեպքում՝ անձը հաստատող փաստաթուղթը դիտարկվելու է ծննդյան վկայականը»,- ասել է նախարարը։

Ըստ Արփինե Սարգսյանի՝ ճամփորդական բոլոր փաստաթղթերը համապատասխանեցվում են Քաղաքացիական ավիացիայի միջազգային կազմակերպության ստանդարտին: Այդ փաստաթղթերը թույլ են տալու ավելի մեծ թվայնացման դաշտ ունենալ ՀՀ-ում և խրախուսել ծառայություններից օգտվելը հենց թվային հարթակների միջոցով. «Սա է պատճառը, որ նույնականացման քարտի տրամաբանությունը բերել ենք այն ուղղությամբ, որ ներպետական ընթացակարգերում պիտի գործածենք անձը հաստատող փաստաթուղթ՝ որպես նույնականացման քարտ, իսկ անձնագրերը դիտարկենք որպես ճամփորդական փաստաթղթեր»։

Ըստ նախարարի՝ երկրորդ կարևոր փոփոխությունն այն է, որ օտարերկրացիների, փախստականների և քաղաքացիություն չունեցող անձանց համար բոլոր փաստաթղթերը ևս կդառնան կենսաչափական. «Այսինքն՝ կենսաչափական տվյալներ ենք ներդնում: Այս պահի դրությամբ, թեև օրենսդրությունը նախատեսում է, բայց  ֆիզիկական հնարավորություն այդպիսի տվյալներ հավաքագրելու չունենք։ Երրորդ ուղղությունը վերաբերում է պետություն-մասնավոր գործունեության շրջանակում կենսաչափական համակարգ ներդնելու տրամաբանության մեջ պետություն-մասնավոր գործընկեր հարաբերակցությունը կարգավորելուն: Շատ կարևոր է այն հանգամանքը, որ մենք հստակ օրենսդրությամբ նախատեսում ենք, որ մասնավոր գործընկերը վարչարարության որևէ պրոցես չի իրականացնում, այսինքն՝ գործողություն, անգործություն կամ քաղաքացու համար իրավական հետևանք առաջացնող որևէ որոշում չի կայացնում, ամբողջը պետության տիրույթում է գտնվում, մնացյալը ծառայությունների մատուցման ռեժիմում են նախատեսված մեր պայմանագրի շրջանակներում»։

Նախարարը տեղեկացրել է, որ այլ փոփոխություններ ևս նախատեսվել են, որոնք վերացրել են բոլոր այն  դեֆորմացիաները, որոնք անձը հաստատող փաստաթղթի մասով տարիներ շարունակ եղել են երկրում, այդ թվում՝ անձնագիրը վերցնելու և մնացյալ բաղադրիչների մասով:
