Թոշակառուներին կոչ եմ անում չլսել չուզողների ձայները և ճամփորդել. Փաշինյան

Հայաստանի կառավարությունը, հաշվի առնելով գնաճային միտումները, պլանավորում է կենսաթոշակներն ինդեքսավորել այնպես,որ դրանք նվազագույն սպառողական զամբյուղից երբեք ցածր չլինեն։

«Արմենպրես»-ի փոխանցմամբ՝ այս մասին ասել է Հայաստանի վարչապետ Նիկոլ Փաշինյանը՝ ներկայացնելով իշխող «Քաղաքացիական պայմանագիր» կուսակցության նախընտրական ծրագիրը։

«Հայաստանում այս պահին միջին կենսաթոշակը գերազանցում է սպառողական զամբյուղը, և սա պատմական նորություն է, պատմական փոփոխություն է սոցիալական ապահովության բնագավառում։ Մենք նախորդիվ նվազագույն թոշակը համապատասխանեցրինք նվազագույն պարենային զամբյուղին, ինչը  նշանակում էր, որ այդ գումարով  թոշակառուն պետք է իր մեկ ամսվա մինիմալ անհրաժեշտ կալորիան կարողանա ապահովել։

Եվ հիմա` մի քանի տարի անց՝ ներառյալ կենսաթոշակների հետվճարի համակարգը, մենք միջին կենսաթոշակը բարձր ենք պահում նվազագույն սպառողական զամբյուղից։

Իհարկե, գնաճային երևույթներ կլինեն, սա անխուսափելի է։ Որպեսզի նախորդ շրջանի գնաճային հաշվարկներն ամբողջական լինեն, սկսած 2028 թվականից՝ մենք կենսաթոշակները կինդեքսավորենք այնպես, որ Հայաստանում կենսաթոշակներն այլևս նվազագույն սպառողական զամբյուղից ցածր չլինեն։ Իհարկե, հնարավորության դեպքում մենք կաշխատենք թոշակներն ավելի բարձրացնել»,- ասել է Փաշինյանը։

Վարչապետն անդրադարձել է բուռն քննարկումների տեղիք տված իր հայտարարությանը, որ թոշակառուները հիմա իրենց թոշակով կարող են Լառնակայի տոմս գնել ու ճամփորդել։

«Վերջին օրերին շատ բուռն քննարկումների տեղիք է տալիս իմ այն հայտարարությունը, թե ավելացված թոշակով մեր թոշակառուները, օրինակ, կարող են Լառնակայի տոմս գնել։ Դա բուռն քննարկումների տեղիք է տվել, թե ինչքանով է իմ նման արտահայտությունը կոռեկտ, հիմա ասեմ, թե ինչու է կոռեկտ։ Վերջին շրջանում, երբ մենք այցելում ենք մարզեր, բազմաթիվ թոշակառուներ ասում են, որ իրենք նախկինում 30-40 հազար դրամ ծախսում էին դեղերի վրա, իսկ հիմա առողջության ապահովագրության առկայության պայմաններում այդ գումարները մնում են իրենց գրպանում։

Ապրիլի 1-ից 10 հազար դրամով ավելացել է կենսաթոշակը, կա նաև հետվճարի հնարավորություն՝ երբեմն 5 հազար, երբեմն 7 հազար, երբեմն 10 հազար դրամ։ Այսինքն, 20 հազար դրամով ակնհայտորեն կարելի է ձեռք բերել 3-10 եվրո արժողությամբ տոմս դեպի Լառնակա, և նախկինում դեղերի վրա ծախսված գումարները կարելի է ծախսել օրապահիկի և այլ ծախսերի վրա։ Ես ամենայն լրջությամբ ուզում եմ կոչ անել մեր թոշակառուներին, որպեսզի չուզողներին հակառակ՝ այդ դեղերի գումարները մի կողմ դնեն և սկսեն ճամփորդել, որովհետև ես կարծում եմ, որ ինչպես աշխարհի շատ երկրների թոշակառուներն են վարվում, մեր թոշակառուներն էլ արդեն շատ քիչ, շատ համեստ ծավալներով կարող են  սկսել ճամփորդել։

Երբ մենք ընդունենք հետադարձ հիփոթեքի մասին օրենքը, մեր թոշակառուները շատ ավելի հանգիստ ու վստահ կարող են ճամփորդել։ Եվ ես մեր թոշակառուներին կոչ եմ անում չլսել այդ չուզողների ձայները, որոնց կանխավարկածն այն է, որ թոշակառուն պետք է տանը նստի, իսկ առավելագույն շարժման միջավայրը բակի զրուցարանը պետք է լինի»,- նշել է վարչապետը։
