Գյուղերից մեկում տպավորվել է տեսարանը, որ մանկապարտեզ էինք բացում և գյուղի ժողովուրդը հավաքված էր, ասացի՝ ժողովուրդ, սիրո՞ւն է մանկապարտեզը, լա՞վն է, դուրներդ գալի՞ս է, ասացին՝ հա, ասացի՝ դե, խնդրում եմ, ամեն անգամ գնում անելիս հիշեք այս մանկապարտեզի մասին և մի մոռացեք ՀԴՄ կտրոն վերցնել, ամեն անգամ գործունեություն ծավալելիս դժկամությամբ մի վճարեք հարկերը: Այս մասին Պարույր Սևակի նորակառույց կրթահամալիրում ասել է վարչապետ Նիկոլ Փաշինյանը:

«Գնալով ավելի ու ավելի իմ համոզմունքը ամրապնդվում է, որ մարդու բարեկեցությունն առաջին հերթին կախված չէ նրանից, թե ինքն իր բարեկեցության համար որքան գումար է ծախսում: Իր բարեկեցության աստիճանն առաջին հերթին կախված է նրանից, թե իր պետության բյուջեն և իր համայնքի բյուջեն իր բարեկեցության վրա որքան է գումար ծախսում:

Ինչքան էլ մարդը հարուստ կամ բարեկեցիկ լինի, երեխաների ծնողները չեն կարող ամեն մեկն առանձին, իրենց երեխայի համար դպրոց կառուցել, մանկապարտեզ կառուցել, մեզնից յուրաքանչյուրը չի կարող դեպի իր տունը եկող առանձին ճանապարհ կառուցել»,-նշել է նա:

Փաշինյանն ասել է, որ քաղաքական նպատակներով, երբեմն դեմոնիզացվում է երկրի հարկային համակարգը:

«Նրանք, ովքեր դեմոնիզացնում են հարկային համակարգը, նրանք, որ ասում են՝ այս մեկը թող հարկ չվճարի, այն մեկը հարկ չվճարի, երրորդը, չորրորդը, հինգերորդը, վեցերորդը, նրանք ի՞նչ են ասում։ Ասում են՝ թող դպրոց չլինի, թող ճանապարհ չլինի, թող աշխատավարձ չլինի, թող Հայաստանում 500, 700 կամ 300,000 դրամ աշխատավարձ ստացող ուսուցիչ չլինի, 16 միլիոնի ծրագիր չլինի և այսպես շարունակ»,-ասել է Փաշինյանը:
