ՌԴ–ն մեղադրել է Telegram-ին «արտասահմանյան հետախուզական գործակալություններին» նամակագրությունը բացահայտելու մեջ

ՌԴ իշխանությունները որոշել են սահմանափակել Telegram-ի գործունեությունը, քանի որ հաղորդագրությունների հավելվածը բացահայտում է արտասահմանյան հետախուզական գործակալությունների հետ նամակագրությունը, ասել է Ռուսաստանի թվային զարգացման նախարար Մաքսութ Շադաևը։ «Մինչդեռ Հատուկ ռազմական գործողության սկզբում Telegram-ը համարվում էր մեր զինվորականների կողմից օգտագործվող համեմատաբար անանուն ծառայություն, այժմ կան բազմաթիվ փաստեր, որոնք հաստատվել են մեր գործակալությունների կողմից, որոնք ցույց են տալիս, որ արտասահմանյան հետուկ ծառայությունները հասանելիություն ունեն Telegram-ի նամակագրությանը», - ասել է Շադաևը Պետդումայում իր ելույթի ժամանակ։

Նրա խոսքով՝ հետուկ ծառայությունների կողմից ստացված տվյալները օգտագործվում են Ուկրաինայում ռուսական բանակի դեմ։

Շադաևը նաև պնդել է, որ Telegram-ը անտեսել է Ռոսկոմնադզորի 150,000 հարցումներ, որոնք վերաբերել են արգելված բովանդակությունը, այդ թվում՝ մանկական պոռնոգրաֆիան և թմրանյութերի գովազդը հեռացնելուն։ Ավելին, նա պնդել է, որ հաղորդագրությունների հավելվածում կատարվել է 150,000 խարդախ հանցագործություն, որոնցից 30,000-ը կապված են եղել դիվերսիաների և ահաբեկչական հարձակումների հետ։

Նախարարը հավելել է, որ Telegram-ի միջոցով մեդիա ֆայլերի փոխանցումը ներկայումս դանդաղում է, բայց նամակագրությունը չի սահմանափակվում։ «Մեր զինվորականները կարող են շարունակել հաղորդակցվել այնտեղ, բայց մենք հույս ունենք, որ ժամանակի ընթացքում նրանք կանցնեն մեկ այլ մեսենջերի», - եզրափակել է Շադաևը։

Ռոսկոմնադզորը սկսել է սահմանափակել Telegram-ի ծառայությունները Ռուսաստանում փետրվարի 9-ին։ Գերատեսչությունը խոստացել է սահմանափակումները կիրառել այնքան ժամանակ, քանի դեռ Telegram-ի ղեկավարությունը իր սերվերները չի տեղակայել երկրում և «չի համապատասխանել Ռուսաստանի օրենսդրությանը»։ Միևնույն ժամանակ, Սահմանադրական օրենսդրության հարցերով Դաշնության խորհրդի հանձնաժողովի ղեկավար Անդրեյ Կլիշասը առաջարկել է Telegram-ի լիակատար արգելափակում։ Բազայի փոխանցմամբ՝ դա կարող է տեղի ունենալ մինչև ապրիլի 1-ը։

Պետդումայի պատգամավորներն ու Z-բլոգերները նախկինում հանդես են եկել Telegram-ի արգելափակման դեմ։ Վերջիններս, մասնավորապես, նշել են, որ Ռոսկոմնադզորի գործողությունները կխաթարեն Ուկրաինայում գտնվող ռուսական զորքերի հրամանատարական և վերահսկողական համակարգը, քանի որ մեսենջերը մնում է հաղորդակցության հիմնական միջոցը։

Կրեմլը, իր հերթին, կասկածում էր, որ մեսենջերի նկատմամբ սահմանափակումները կարող են ազդել զորքերի համակարգման վրա։ «Չեմ կարծում, որ հնարավոր է պատկերացնել, որ առաջնագծի կապը ապահովվի Telegram-ի կամ որևէ այլ հաղորդագրությունների հավելվածի միջոցով։ Դժվար է, եթե ոչ անհնար, պատկերացնել», - ասել է Ռուսաստանի նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը։
