Տարվա բյուջեն սկսվում է նոր տարվա զանգերից ու շամպшյն բարձրացնելուց. Նիկոլ Փաշինյան

Ռազմավարություններն առաջին հերթին մտադրությունների բարրձրաձայնում են և անելիքների պատկերացումների համախմբված դրսևորում: Պետական բյուջեն ինքին մտադրությունների մասին հայտարարություն է: Մեր իրականության մեջ հաճախ այս նրբությունը չի ընկալվում, որովհետև երբ բյուջետային տարին սկսվում է ու մենք պլանավորում ենք օրինակ մի քանի տրիլիոն ծախս անել, ապա ոմանց թվում է, որ ուրեմն կառավարությունում կա մի սենյակ, որտեղ այդքան տրիլիոն գումարը դրած է, ու մենք ամեն օր գնում ու հաշվում ենք, կանխիկ կամ անկանխիկ բաշխում ենք, ոչ, դա այդպես չէ: Այս մասին՝ այսօր, կառավարության 2026 թվականի առաջին նիստի ժամանակ ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Հունվարի 1-ի տվյալ թվականի բյուջեի հավաքագրումը սկսում է տվյալ տարին սկսելու առաջին վայրկյաններից: Այլ բան, որ մենք նախորդող տարվա լավ բյուջե ենք ունենում ու մնում են մնացորդներ: Ամեն դեպքում, տվյալ տարվա բյուջեն սկսում է նոր տարվա զանգեր խմելուց ու շամպայնի բաժակ բարձրացնելուց: Բյուջեում այդ պահից սկսված՝ ամեն ՀԴՄ, ամեն գործարք գեներացվում է ու հաշվետու շրջանը՝ մինչև հաջորդ ամսվա 20-ը, տնտեսվարողների միջոցով ներկայացվում է հաշվետվությունը, և բյուջեն հավաքագրվում է»:

Խոսելով բյուջեի մասին՝ Փաշինյանն ընդգծեց, որ այն այդս տարի գերակատարել են. «2025 թվականի պետական բյուջեի պլանը, որն ընդունվել է 2024 թվականին, մենք 100.2%-ով կատարել ենք՝ որոշակիորեն նաև գերակատարել ենք: Տարվա ընթացքում մենք մեր ամբիցիաները ու պլանավորումը բարձրացրել ենք, ու բյուջեն այս տրամաբանությամբ գերակատարվել է»:

Անդրադառնալով փաստաթղթին՝ Փաշինյանը նշեց, որ փասթաթուղթը նրա մասին է, թե ուր ենք գտնվում ու դեպի ուր ենք ուզում շարժվել. «Ըստ այդմ, ՀՀ-ն նոր տնտեսական պարադիգմ է որդեգրում: Մենք մեր ռազմավարական փաստաթղթերին պետք է բավարար լրջությամբ վերաբերվենք, դրանք պետք է լինեն համառոտ, որովհետև մարդու ժամանակն ամենաթանկարժեք ռեսուրսն է»,- նշել է նա:

Եզրափակելով իր խոսքը՝ Փաշինյանը նշեց, 2018 թվականից ի վեր՝ հեղափոխությունից հետո, Հայաստանի տնտեսությունը աճել է 50%-ով:
