Փաշինյանի թափանցիկ ակնարկները երկաթուղու զավթման մասին

Նիկոլ Փաշինյանը երեկ, կառավարության նիստից հետո կայացած ճեպազրույցում կտրականապես դեմ է արտահայտվել TRIPP նախագծին Ռուսաստանի մասնակցությանը։ «Հռչակագրում հստակ գրված է, որ դա Հայաստան-Միացյալ Նահանգներ երկկողմ նախագիծ է, և երրորդ երկրների ներգրավվածությունը կարող է քննարկվել միայն երկկողմ ձևաչափով: Դա հստակ ձևակերպված է»,-ասել է Փաշինյանը:

Նա կոռեկտ չհամարել այս շրջանակից դուրս մեկնաբանություն տալը: ՌԴ արտաքին գործերի նախարարության ԱՊՀ երկրների չորրորդ դեպարտամենտի տնօրեն Միխայիլ Կալուգինը ավելի վաղ ասել էր, թե Մոսկվան պատրաստ է Երևանի հետ քննարկել այսպես կոչված «Թրամփի երթուղի» (TRIPP) նախաձեռնությունը և դրան Ռուսաստանի հնարավոր մասնակցությունը։ Կալուգինի խոսքով՝ անհրաժեշտ է մանրամասն ուսումնասիրել ԱՄՆ-ի և Հայաստանի կողմից առաջարկված նախագծի բոլոր բաղադրիչները, ինչից հետո Ռուսաստանը պատրաստ է քննարկել նախաձեռնությանը միանալու հնարավորությունը։ Փաշինյանը ոչ միայն կանխել է նման հնարավորությունը, այլև թափանցիկ ակնարկներ արել «Հարավկովկասյան երկաթուղու» վերաբերյալ, թեև անուններ չի տվել։

«Բայց ես ՌԴ մեր գործընկերներին խնդրել եմ շտապ կարգով զբաղվել մասնավորապես երկաթուղու՝ Երասխից մինչև Նախիջևանի սահման և Ախուրիկի հատվածից մինչև Թուրքիայի սահման ամբողջական վերականգնմամբ: Կարծում եմ՝ առաջիկայում նաև նույն հարցը կբարձրացնեմ Իջևան-Ղազախ հատվածի հետ կապված, որովհետև կարծում եմ այդ հատվածը նույնպես հնարավորինս արագ վերականգնելու անհրաժեշտություն կա»,-ասել է Փաշինյանը, հույս է հայտնել, որ ՌԴ գործընկերները մաքսիմալ արագությամբ այդ խնդրանքն իրականություն կդարձնեն:

Այլ խոսքով, սա կարելի է զգուշացում համարել, որ ՀՀ իշխանությունները մտադիր են անիրականանալի պահանջներ ներկայացնել ռուսական կողմին՝ ներդրումներ անելու վերաբերյալ։ Մամուլում լուրեր են շրջանառվում, որ «Հայաստանի էլեկտրական ցանցեր» ընկերությունից հետո ՀՀ գործող իշխանությունների թիրախում հենց ՀԿԵ-ն է հայտնվելու, քանի որ ռուսական ներկայությունը երկաթուղում լրջորեն մտահոգում է թե՛ Փաշինյանի արևմտյան հովանավորներին, թե՛ թուրք-ադրբեջանական տանդեմին։ ՀԿԵ կոնցեսիոն կառավարման պայմանագիրը ավարտվում է 2038թ., բայց 2028թ., ըստ պայմանագրի, կարող են միակողմանի վերանայել և լուծարել այն։

Բայց Փաշինյանին պարտադրում են ավելի վաղ լուծել երկաթուղու հարցերը, վերջինս էլ հիմքեր է նախապատրաստում՝ երկաթուղու կառավարումը ՌԴ ձեռքից խլելու, օտարերկրյա որևէ ընկերության հանձնելու համար։
