Ռուսաստանում առաջարկել են պատիժ սահմանել ձրիակերության համար

Անվտանգության և կոռուպցիայի դեմ պայքարի դաշնային նախագծի ղեկավար Վիտալի Բորոդինը, որը հայտնի է ռուսաստանցիների դեմ դատապարտող գրություններով, առաջարկել է պատժել ձրիակեր քաղաքացիներին։ Համապատասխան դիմումը նա հղել է Դաշնության խորհրդի նախագահ Վալենտինա Մատվիենկոյին։ Փաստաթղթում, որին ծանոթացել է «Աբզաց»-ը, նա առաջարկում է քրեական պատասխանատվություն սահմանել «հանրօգուտ աշխատանքից խուսափելու» համար և սահմանել պատիժ՝ ընդհուպ մինչև մեկ տարի ժամկետով ազատազրկում։

Հիմնավորելով նման միջոցի անհրաժեշտությունը՝ Բորոդինը հղում է անում աշխատաշուկայում կադրերի պակասին, անօրինական միգրացիայի հետ կապված հանցավորության աճին, ինչպես նաև շարունակվող ժողովրդագրական խնդիրներին։ Դիմումի մեջ առաջարկվում է պատժել գործազրկության համար այն պայմանով, որ զբաղվածության ծառայությունը մարդուն աշխատանքի տեղավորման տարբերակներ է տրամադրել, իսկ նա չունի չաշխատելու հարգելի պատճառներ։ Փաստաթղթում հստակեցվում է, որ ռուսաստանցիներին, բացի ազատազրկումից, կարող են պատժել նաև մինչև 360 ժամվա պարտադիր աշխատանքով, մինչև երկու տարի ժամկետով ուղղիչ աշխատանքով կամ մինչև մեկ տարի ժամկետով հարկադիր աշխատանքով։

Ռուսաստանում 1991 թվականից ի վեր չի գործում մի օրենք, որը գործազրկությունը կդիտարկեր որպես քրեորեն պատժելի արարք։ Այժմ այս ոլորտը կարգավորվում է «Բնակչության զբաղվածության մասին» օրենքով, որը ճանաչում է գործազրկության հնարավորությունը և նախատեսում է սոցիալական վճարումներ տալ աշխատանքը կորցրած քաղաքացիներին։

Ռուսաստանում պարբերաբար բարձրանում են գործազրկության համար պատասխանատվությունը վերադարձնելու մասին բանավեճերը։ 2016 թվականին կառավարությունում քննարկվում էր հատուկ հարկի ներդրումը. գաղափարին աջակցում էր Ֆինանսների նախարարությունը, իսկ Աշխատանքի նախարարությունն առաջարկում էր սահմանել տարեկան 20 հազար ռուբլու չափով տուգանք։ 2023 թվականին Պետդումայում կոչեր էին հնչում անգործ ռուսաստանցիներին Ուկրաինայի հետ պատերազմ ուղարկելու մասին։

Այս տարվա աշնանը Դաշնության խորհրդի խոսնակ Վալենտինա Մատվիենկոն կրկին բարձրացրել է չաշխատող քաղաքացիների համար պարտադիր վճարների թեման՝ առաջարկելով տարեկան 45 հազար ռուբլի գանձել բժշկական ապահովագրության համար։ Այդ գումարը համապատասխանում է գործազրկության առավելագույն նպաստի երեք ամսվա չափին։

Դրանից հետո Պետդումայի ֆինանսական շուկայի կոմիտեի նախագահ Անատոլի Ակսակովը հայտարարել է, որ գործազուրկ քաղաքացիները փաստացի «տունեյադներ» են և պարտավոր են հատկացումներ կատարել կենսաթոշակային համակարգին և Պարտադիր բժշկական ապահովագրության ֆոնդին։
