Ռոման Խուդոլի. Եթե ոչինչ չարվի, Հայաստանում հանքարդյունաբերական ոլորտը կանգ կառնի

Մինչեւ 2038թ․ Հայաստանում կարող են մնալ հանքարդյունաբերության ոլորտում գործող շատ քիչ ընկերություններ: Մնացած ընկերությունները կարող են լքել երկիրը, եթե ոչինչ չձեռնարկվի, որի դեպքում արդյունաբերությունը կկանգնի: Այս մասին հոկտեմբերի 3-ին «Հայաստանի հանքարդյունաբերություն 2025» ֆորումի ժամանակ հայտնել է Զանգեզուրի պղնձամոլիբդենային կոմբինատի (ԶՊՄԿ) գործադիր տնօրեն Ռոման Խուդոլին:

Նրա խոսքով՝ վերջին 10 տարիների ընթացքում Հայաստանում նոր պաշարներ չեն հայտնաբերվել, եւ երկրում նոր ձեռնարկություններ չեն ստեղծվել: Սա շատ լուրջ մարտահրավեր է, որը պետք է լուծվի:

«ՀՀ կառավարության զարգացման ռազմավարությունը լավն է, բայց այն կմնա թղթի վրա, եթե համատեղ աշխատանք չկատարվի։ Վստահությունը կարեւոր է։ Այն կարեւոր է ցանկացած համակարգ գործարկելիս»,- նշել է նա։

Խուդոլին ընդգծել է համագործակցության վրա հիմնված հարաբերություններ կառուցելու կարեւորությունը, այլ ոչ թե մեղքը միմյանց վրա բարդելու։

Նա նաեւ երկրաբանությունը նշել է որպես հիմնական խնդիր։ «Հանքավայրի շահագործողը չի կարող ինքնուրույն լուծել այս խնդիրը։ Մենք փորձում ենք այն լուծել ինքներս՝ իրականացնելով երկրաբանական հետազոտություններ, բայց ոչ մի ընկերություն չի կարող դա անել ամբողջությամբ ինքնուրույն։ Հետեւաբար, մեզ անհրաժեշտ են շատ ուժեղ պետական ​​ռազմավարություն եւ պետական ​​քաղաքականություն այստեղ, այդ թվում՝ հետախուզման ոլորտում։

Առաջին բանը, որ ներդրողն ակնկալում է, անորոշության բացակայությունն է։ Եթե կան հստակ կանոններ, նույնիսկ եթե դրանք խիստ են, ապա կլինեն ներդրողներ, որոնք պատրաստ կլինեն աշխատել այդ կանոնների շրջանակում»։

Եթե ​​կանոնները անորոշ են, աշխատանքը կդանդաղի։ Ահա թե ինչու վստահությունը գերակա է։ Խաղի կանոնները պետք է լինեն բյուրեղի նման պարզ եւ հարգվեն բոլոր կողմերից՝ կառավարության, հանքերի շահագործողների եւ համայնքի։ Սա ստեղծում է վստահություն, որը ապահովում է զգալի աճ։

Հանքարդյունաբերության ոլորտն այսօր արագ աճ է ապրում շատ երկրներում, բայց Հայաստանում արագ աճը երկար ժամանակ բացակայում է։ Մեր արդյունաբերությունը շատ իներտ է։ Եթե մենք դա չանենք այսօր, մենք՝ որպես արդյունաբերություն, վաղը կկանգնենք։ Իհարկե, մի քանի ընկերություններ կշարունակեն գործել, բայց դա բոլորովին այլ հարց կլինի։ Երբ ես խոսում եմ պետական ​​քաղաքականության մասին, ես նկատի ունեմ ոչ միայն թվայնացումը, այլեւ հայկական երկրաբանական ծառայության ստեղծումը, որը կուսումնասիրի ապագա հանքերը, կուսումնասիրի դրանք, կանցկացնի պեղումներ, ապա կհանի դրանք աճուրդի։ Սա ճիշտ է, սա է ապագան։

«Շատ կարեւոր է ընդունել նոր ձեւաչափեր, քանի որ որոշ չափով մենք դարձել ենք խորհրդային մոդելի պատանդը։ Աշխարհում կան լավ գործող ստանդարտներ, օրինակ՝ Կանադայում եւ Ավստրալիայում։ Մենք պետք է կոնկրետ քայլեր ձեռնարկենք եւ ժամկետներ սահմանենք այդ մոդելներին անցնելու համար։ Հանքարդյունաբերական ընկերությունները հասկանում են, որ երբ կան ժամկետներ եւ պատասխանատու մարդիկ, ամեն ինչ սկսում է աշխատել»,- ընդգծեց Խուդոլին։
