ՀԷՑ-ի անօրինական բռնագրավման վտանգավոր պատմությունը

Հայաստանի էներգետիկ համակարգի կարևոր օղակներից մեկը՝ «Հայաստանի էլեկտրական ցանցեր» (ՀԷՑ) ընկերությունը, արդեն ամիսներ շարունակ գտնվում է սկանդալների կենտրոնում։ Բազմաթիվ փորձագետներ և նախկին ղեկավարներ պնդում են, որ իշխանությունների կողմից այս ընկերության նկատմամբ իրականացված քայլերը եղել են ոչ միայն անօրինական, այլև վտանգավոր պետության ներդրումային միջավայրի համար։

Դավիթ Ղազինյանը, ով տարիներ շարունակ զբաղեցրել է ՀԷՑ-ի գլխավոր տնօրենի տեղակալի պաշտոնը, հայտարարեց, որ պատրաստ է բաց և թափանցիկ բանավեճի՝ ներկայիս ժամանակավոր ղեկավարության հետ։ Նրա խոսքով՝ հասարակությունը պետք է լսի երկու կողմերին, որպեսզի հասկանա, թե ինչու է ընկերության սեփականատիրոջից ակտիվը փաստացի խլվել։

Ղազինյանի կարծիքով, ոչ մի լուրջ միջազգային ներդրող չի ցանկանա աշխատել Հայաստանում, եթե տեսնի, որ պետությունը կարող է նման կերպ բռնագրավել մասնավոր սեփականությունը։ Նման մոտեցումը ոչ միայն խարխլում է վստահությունը, այլև վանում է ներդրումները, որոնք կենսական նշանակություն ունեն տնտեսության զարգացման համար։

Ավելին, իրավաբանների վերջին հայտարարություններում նշվում է, որ ՀԷՑ-ի պատմությունը կարող է դառնալ վտանգավոր նախադեպ՝ միջազգային բիզնեսի համար։ Եթե իշխանությունները մեկ անգամ կարողացել են բռնագրավել ակտիվը, որևէ ներդրող վստահ չի լինի, որ նույնը չի կրկնվի իր հետ։ Սա լուրջ հարված է երկրի ներդրումային բազային և տնտեսության ապագային։

Այս իրավիճակն ավելի շատ նման է քաղաքական հաշվեհարդարի, քան՝ իրական բարեփոխման։ Շատերը համոզված են, որ իշխանությունների նպատակն ավելի շատ եղել է ՀԷՑ սեփականատիրոջ՝ Սամվել Կարապետյանի դեմ ուղղված քայլը, քան՝ ՀԷՑ-ի արդյունավետության բարձրացումը։

Հայաստանը կանգնած է մի իրավիճակում, որտեղ նման անօրինական և հակաիրավական գործողությունները կարող են երկարաժամկետ վնաս հասցնել ոչ միայն էներգետիկ համակարգին, այլև ողջ տնտեսությանը՝ փակելով դուռը օտարերկրյա ներդրումների առջև և ստեղծելով անվստահության մթնոլորտ երկրի նկատմամբ։
