Մենուա Սողոմոնյան․ «Եվրոպական ինտեգրացիան Հայաստանում դարձրել են ընտրազանգվածի խաբկանք»

«Եվրոպական ինտեգրումը երկարատև ու բարդ գործընթաց է, որը ենթադրում է, որ պետությունները կամավոր զիջում են իրենց ինքնիշխանության մի մասը վերպետական կառույցներին։ Այսինքն՝ խոսքը պարզապես գեղեցիկ խոստումների մասին չէ, այլ պետականության խորքային փոփոխությունների», – «Փաստի» հետ զրույցում նշեց քաղաքագետ Մենուա Սողոմոնյանը։

Նրա խոսքով՝ Հայաստանի իրական հնարավորությունները ոչ մի կերպ չեն համապատասխանում իշխանությունների հնչեցրած խոստումներին․ «Հայաստանը տնտեսապես ամուր կապված է ԵԱՏՄ-ի հետ։ Մեր արտահանման հիմնական մասը ուղղված է այդ շուկաներին, մինչդեռ մեր արտադրանքը շատ դեպքերում չի համապատասխանում ԵՄ ստանդարտներին։ Ավելին՝ տարածաշրջանի աշխարհաքաղաքական միջավայրը և ԵՄ շահերը հստակ ցույց են տալիս, որ անդամակցության մասին խոսելը պարզապես մանիպուլյացիա է»։

Սողոմոնյանի գնահատմամբ՝ «եվրաինտեգրման» թեման իշխանությունների համար դարձած է զուտ քարոզչական հնարք․ «Չնայած հակառուսական ալիքը թուլացել է, իշխանությունները դեռ փորձում են խաղարկել այդ զգացմունքները՝ ընտրազանգվածին կերակրելով սին խոստումներով։ Նրանք գիտեն, որ մարդիկ այսօր հոգնած են դժվարություններից, և փորձում են «Եվրոպայի բարեկեցության» պատրանքով քաղաքական դիվիդենտ շահել»։

Վիզաների ազատականացման թեմայի շուրջ էլ քաղաքագետը նշում է․ «Այո՛, ավելի շատ չվերթներ ու շփումներ լավ բան են, բայց դա բնական հարաբերությունների արդյունք է։ Իսկ իշխանությունները փորձում են այդ ամենը ներկայացնել իբրև իրենց բացառիկ ձեռքբերում»։

Խոսելով «եվրոպական արժեքների ներմուծման» մասին՝ Սողոմոնյանը հիշեցնում է, որ Արևմուտքի քաղաքականությունը վաղուց արդեն առաջնորդվում է ոչ թե արժեքներով, այլ սառը աշխարհաքաղաքական հաշվարկներով․ «Եթե արժեքները լինեին առաջնային, այսօր Հայաստանի իշխանությունները կստանային խիստ գնահատականներ։ Չէ՞ որ մենք ունենք քաղաքական բանտարկյալներ, խաղաղ ցույցերի դաժան ճնշումներ, լրագրողների նկատմամբ բռնություններ, եկեղեցու ինքնավարության կոպիտ ոտնահարում։ Ավելին՝ Արցախցիների տեղահանումն ու էթնիկ զտումը մնացին առանց պատժի։ Իսկ Արևմուտքը լռում է՝ իր շահերից ելնելով»։

Քաղաքագետը եզրափակում է․ «Այս ամենի մեղավորը միայն Արևմուտքը չէ։ Հայաստանի իշխանություններն իրենց գերնպատակ են դարձրել ոչ թե ժողովրդավարություն հաստատելը, այլ դրա իմիտացիան։ Նրանք ժողովրդավարության վահանակի տակ իրականում պահպանում են սեփական իշխանությունը։ Իսկ դրա ամենամեծ զոհը հայ ժողովուրդն է՝ իր իրավունքներով ու ազատություններով»։
