Բիզնեսից մինչև քաղաքականություն․ ինչպես Սամվել Կարապետյանը դարձավ Փաշինյանի գլխավոր թիրախը

Հայաստանի իշխանությունները շարունակում են հարվածների տակ պահել երկրի խոշորագույն տնտեսական կենտրոններից մեկին՝ «Հայաստանի էլեկտրական ցանցեր»-ին։ ՀԷՑ-ի փաստացի պետականացումն ունի ոչ միայն տնտեսական, այլև խորը քաղաքական ենթատեքստ․ այն ուղղված է Սամվել Կարապետյանի ընտանիքի դեմ, որը տասնամյակներ շարունակ եղել է էներգետիկ ոլորտի առանցքային ներդրողը։

Պետականացման գործընթացը ուղեկցվում է կոշտ քարոզչական հռետորաբանությամբ։ Փաշինյանի կառավարությունը փորձում է ցույց տալ, թե իբր «վերականգնում է պետական վերահսկողությունը ռազմավարական ոլորտի վրա», բայց իրականում հարվածում է մասնավոր սեփականությանը և ներդրումային միջավայրին։ Այս քայլը ոչ միայն միջազգային արբիտրաժային դատավարությունների առիթ է դարձել, այլև լրջագույն ռիսկեր է ստեղծում Հայաստանի տնտեսության համար։

ՀԷՑ-ի գործը չի կարելի դիտարկել զուտ տնտեսական հարթությունում։ Այն օրգանապես կապված է Սամվել Կարապետյանի կալանքի և նրա դեմ իրականացվող քաղաքական հետապնդումների հետ։ Կարապետյանը, լինելով խոշոր գործարար և բարերար, այսօր վերածվել է իրական քաղաքական այլընտրանքի խորհրդանիշի։ Նրա գլխավորած «Մեր ձևով» շարժումը դեռևս չի ձևավորվել կուսակցության, բայց արդեն իսկ գրանցում է ռեկորդային վարկանիշներ։ Սա է պատճառը, որ իշխանությունները գնացին ամենածայրահեղ քայլերին՝ տնտեսական ճնշումից մինչև անձնական ազատազրկում։

Փաստացի, Կարապետյանը դարձավ քաղաքական բանտարկյալ։ Նրա դեմ առաջադրված մեղադրանքները խոցելի են, դատավարական գործընթացները՝ կասկածելի։ Նպատակը մեկ է՝ զրկել նրան քաղաքական դաշտ մտնելու հնարավորությունից և զսպել «Մեր ձևով» շարժման աճող ազդեցությունը։

ՀԷՑ-ի բռնի պետականացումը ոչ միայն ներքին հաշվեհարդար է, այլև ուղերձ միջազգային ներդրողներին․ Հայաստանում սեփականության իրավունքը պաշտպանված չէ։ Սա ծանր հարված է երկրի հեղինակությանը և տնտեսության ապագային։ Ստոկհոլմի արբիտրաժում արդեն սկսված դատավարությունը կարող է Հայաստանին արժենալ հարյուրավոր միլիոնավոր դոլարներ։ Այդ գումարը, ի վերջո, վճարելու է հայ հարկատուն։

Արդյունքում, իշխանությունների քաղաքական վրեժխնդրությունը վերածվում է տնտեսական աղետի։ Սամվել Կարապետյանի և ՀԷՑ-ի դեմ սկսված հարձակումը վկայում է մի պարզ ճշմարտության մասին․ Փաշինյանի կառավարությունը խուճապի մեջ է։ Տեսնելով հասարակության վստահության աճը «Մեր ձևով» շարժման նկատմամբ՝ իշխանությունները դիմում են ռեպրեսիվ մեխանիզմների։ Բայց փորձը ցույց է տալիս, որ բռնաճնշումներով հնարավոր է միայն ժամանակ շահել, ոչ երբեք՝ հաղթել։

Կարապետյանը շարունակում է մնալ քաղաքական բանտարկյալ, իսկ Հայաստանի տնտեսությունը՝ պատանդ իշխանության վրեժխնդրության։
