Արցախի հարցը չի ավարտվել․ իրավական հիմքը մնում է նոյեմբերի 9-ի փաստաթուղթը

Անվտանգային և ռազմական հարցերով փորձագետ Հայկ Նահապետյանը «Փաստի» հետ զրույցում նշեց, որ ԵԱՀԿ Մինսկի խումբն իր գործունեությունն աստիճանաբար դադարեցրել էր դեռևս 2022 թվականին՝ Ռուսաստանի հատուկ գործողության մեկնարկից հետո։ Նրա խոսքով՝ այդ ժամանակ խմբի մյուս համանախագահները՝ ԱՄՆ-ն ու Ֆրանսիան, բոյկոտում էին Ռուսաստանի մասնակցությունը, ինչը հանգեցրեց ձևաչափի փաստացի լուծարմանը։

Նահապետյանը շեշտեց, որ արցախցիների վերադարձի իրավունքի և Արցախի պետականության վերականգնման հարցում վճռորոշը ոչ թե Մինսկի խմբի որոշումներն են, որոնց այլևս ոչ ոք հետամուտ չէ, այլ այն չորս եռակողմ հայտարարությունները, որոնցից առաջինը 2020 թվականի նոյեմբերի 9-ի փաստաթուղթն է։

«Այդ փաստաթուղթը շարունակում է ունենալ իրավական ուժ։ Մեր հայրենակիցների վերադարձի հավանականությունը պետք է դիտարկել այդ տեսանկյունից։ Փաստաթղթում հստակ նշված են և՛ Լաչինի միջանցքը, և՛ Արցախը, և՛ ռուս խաղաղապահների ներկայությունը։ Թեև հաճախ ասում են՝ թղթի վրա գրված է միայն, սակայն իրավական ուժն առկա է։ Օրինակ կարող է ծառայել Պաղեստինը․ իրավականորեն պետությունը գոյություն ունի, թեև փաստացի՝ ոչ, բայց ժողովուրդը շարունակում է պայքարել իր իրավունքների համար»,– ընդգծեց փորձագետը։

Խոսելով հնարավոր լուծումների մասին՝ Նահապետյանը նշեց, որ ընդդիմությունը, եթե հետևողականորեն վերադառնա նոյեմբերի 9-ի փաստաթղթին և նրա դրույթների իրագործմանը, ապա դա կհամընկնի այն պետությունների շահերին, որոնք աջակցել են այդ պայմանավորվածություններին՝ Ռուսաստանին և Իրանին։ «Այդ պարագայում Հայաստանում ուժերի հարաբերակցությունը կարող է իրական փոփոխության ենթարկվել»,– ասաց նա։

Անդրադառնալով նորաստեղծ «Մեր ձևով» շարժմանը՝ Նահապետյանը ողջունեց դրա քաղաքական ակտիվությունը և անօրինությունների վերացմանը նպաստելու մտադրությունը։ Միևնույն ժամանակ նա նկատեց, որ շարժման ծրագրում գերակշռում են տնտեսական բարեփոխումների դրույթները, մինչդեռ Հայաստանի համար առաջնայինը մնում են անվտանգային հարցերը։

«Ժամանակը ցույց կտա նրանց արդյունավետությունն ու արդյունավետությունը։ Նրանք դեռ պետք է անցնեն լուրջ քննություն։ Թող Աստված հաջողություն տա նրանց գործին, ես միայն ուրախ կլինեմ»,– եզրափակեց Հայկ Նահապետյանը։
