Փաշինյանական իշխանությունը հրաժարվեց կատարել միջազգային արբիտրաժի վճիռը

Հայաստանի գործող իշխանությունները կտրականապես հրաժարվում են կատարել Ստոկհոլմի արբիտրաժային դատարանի որոշումը «Հայաստանի էլեկտրական ցանցերի» վերաբերյալ։ Ավելին, արդարադատության նախարարը երեկ հայտարարել է, որ կառավարությունը չի կատարելու միջազգային արբիտրաժի միջանկյալ որոշումը։ Իսկ հարկադրաբար կատարելու մեխանիզմ կա, եթե Սամվել Կարապետյանին պատկանող ՀԷՑ-ը ինքը դիմի հայաստանյան դատարան և հաղթի։

Հիշեցնենք, թե Ստոկհոլմի արբիտրաժային դատարանի կայացրած վճռից հետո իշխանությունները ոչ միայն հայտարարեցին, որ չեն կատարելու, այլ նաև փորձում էին խուսանավել՝ կեղծ տեղեկություններ տարածելով, թե դատարանը նոր որոշում է կայացրել այս անգամ էլ գործադիրի օգտին։ Օրեր առաջ էլ Փաշինյանը կառավարությունում, լրագրողների հետ զրույցում, հայտարարել էր՝ «Կառավարությունը ես եմ»։ Հաջորդ օրն էլ ազատելով Միջազգային իրավական հարցերով Հայաստանի ներկայացուցչի գրասենյակի ղեկավար Լիպարիտ Դրմեյանին, ով համարձակվել էր պնդել, թե արբիտրաժային դատարանի որոշումը պարտադիր կատարման ենթակա է։

Սրբուհի Գալյանը թերևս չի ցանկանում հրաժեշտ տալ պաշտոնին, ուստի հայտարարում է, թե կիրառել են ներպետական օրենքը։ «Մենք կիրառել ենք մեր օրենքը, որը գործում է։ Որևէ պատճառ, առիթ չունենք և չենք կարող իրավական տեսանկյունից ունենալ, որպեսզի չգործենք օրենքի շրջանակում։ Եվ միջազգային արբիտրաժն, ըստ էության, փորձել է պարտադրել չկիրառել այն օրենքը, որը գործում է, ինչը մենք չենք կարող անել, որովհետև անելն ուղղակի կնշանակի, որ հակասում է դա հանրային կարգին», - ասել է արդարադատության նախարարը՝ Սրբուհի Գալյանը։

Փաստացի, գիտակցելով, որ նման քայլը լրջագույն խնդիրներ է հարուցելու Հայաստանի Հանրապետության համար, գործող իշխանությունները այլևս բացահայտ պնդում են, որ չեն կատարելու միջազգային դատարանի թե՛ այս, թե՛ այլ որոշումները։ Հայաստանում այսօր գործում է ընդամենը մեկ մարդու ցանկությունը, և իրավապահներն էլ իրենց գործողությունները հարմարեցնում են Նիկոլ Փաշինյանի կամքին։ Իսկ պետության շահերի վրա վաղուց թքած ունեն։
