Սևանի հոգեկան առողջության կենտրոնի հոգեբույժը մի շարք բնակիչներից կաշառք է ստացել

ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում նախաձեռնված քրեական վարույթի նախաքննության ընթացքում առերևույթ փաստական տվյալներ են ձեռք բերվել այն մասին, որ Սևանի հոգեկան առողջության կենտրոնի հոգեբույժը մի շարք բնակիչներից 2024 թվականի ապրիլ-հունիս ամիսների ընթացքում պահանջել և ստացել է շուրջ 1 մլն 50 հզր ՀՀ դրամ և 5100 ԱՄՆ դոլար կաշառք։ Այս մասին տեղեկանում ենք ՀՀ քննչական կոմիտեից:

Մասնավորապես՝ Հ․Հ․-ն համայնքի մի քանի բնակիչների՝ հոգեկան առողջության հետ կապված խնդիրներ ունեցող որդիների օգտին գործողություններ կատարելու համար, այն է՝ կաշառքի դիմաց վերջիններիս  զինվորական ծառայությունից ազատվելու գործընթացը կազմակերպելու նպատակով՝ օրենսդրությամբ սահմանված հիմք հանդիսացող հիվանդության առկայության պայմաններում, վերջիններիս հոգեկան առողջության վերաբերյալ ախտորոշում պարունակող փաստաթղթեր տալու և զինվորական ծառայությունից ազատող ախտորոշում ստանալու օրինական գործողությունների համար պահանջել և մաս-մաս ստացել է տարբեր չափերի կաշառք:

Քրեական վարույթի նախաքննության ընթացքում նաև պարզվել է, որ Հ․Հ․-ն քաղաքացիներից կաշառք է պահանջել և ստացել՝ Սևանի հոգեկան առողջության կենտրոնում հաշվառումից հանելու և առողջ լինելու վերաբերյալ համապատասխան տեղեկանք տալու, քաղաքացու՝ ՀՀ-ից բացակայելու պայմաններում Սևանի հոգեկան առողջության կենտրոնում հաշվառված չլինելու վերաբերյալ տեղեկանքներ տալու, հաշմանդամության կարգ ստանալու, ինչպես նաև ամբուլատոր քարտում այցելությունների մասին կեղծ տեղեկություններ ապօրինի ներառելու համար:

Հ․Հ․-ի նկատմամբ հարուցվել է հանրային քրեական հետապնդում՝ Քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 2-րդ կետով (խոշոր չափերով կաշառք ստանալը) (2 դրվագ), 435-րդ հոդվածի 1-ին մասով (կաշառք ստանալը) (2 դրվագ), 272-րդ հոդվածի 1-ին մասով (մասնավոր ոլորտում կաշառք ստանալը) (3 դրվագ), 272-րդ հոդվածի 2-րդ մասի 3-րդ կետով (մասնավոր ոլորտում կաշառք ստանալը՝ կաշառք տվողի կամ նրա մատնանշած անձի օգտին թողտվության կամ հովանավորչության կամ այլ ապօրինի գործողության կամ անգործության համար)։

Վերջինիս նկատմամբ որպես խափանման միջոց կիրառվել է բացակայելու արգելքը, գրավը և պաշտոնավարման կասեցումը։

Քրեական վարույթը մեղադրական եզրակացությամբ ուղարկվել է հսկող դատախազին՝ այն հաստատելու և ըստ էության քննության առնելու համար դատարան ուղարկելու միջնորդությամբ:
