Միլոնավոր դոլարների վնասներ՝ Նիկոլ Փաշինյանի «կախիչ օպերացիայի» արդյունքում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

2024 թվականին Նիկոլ Փաշինյանի այցը Լոռու մի շարք դպրոցներ «կախիչ-ցնցուղ օպերացիա» որակվեց։ Դրանից հետո նա մի քանի պաշտոնյայի «պատերին տվեց»: Օրերս Սամվել Կարապետյանի եղբորորդին՝ Նարեկ Կարապետյանը, նշել էր, որ Փաշինյանի «կախիչ օպերացիայից» հետո դպրոցաշինության ոլորտում պետությունը մոտ 120 մլն դոլար է կորցրել: «Այդ շոուից հետո մեկ ամսվա ընթացքում մրցույթների գները մեկ դպրոցի հաշվարկով թանկացան մեկ միլիոն դոլարով»,-ասել էր նա:

Դրանից հետո իշխանական լրատվամիջոցներից մեկը ռեպորտաժ էր պատրաստել Գեղարքունիքի մարզի Ճամբարակ խոշորացված համայնքի Ջիլ գյուղում կառուցված դպրոցի մասին՝ անդրադառնալով շինարարության ավարտից հետո առկա թերություններին։ «Փաստ» թերթը մեկնաբանության խնդրանքով դիմեց դպրոցը կառուցած Տ-Քնսթրաքշն ՓԲԸ-ի ֆինանսական տնօրեն Լիանա Մանուկյանին, որը նախ տեղեկացրեց, որ այդ դպրոցի կառուցման համար ծախսվել է 849 մլն 343 հազար 166 դրամ։ Իսկ, ահա, հիմա նույն չափի մոդուլային դպրոցների կառուցման արժեքը մեկ միլիարդ երեք հարյուր միլիոնից մինչև մեկ միլիարդ չորս հարյուր միլիոն դրամ է։ «Տարբերությունը՝ մոտ 450 մլն դրամ, առաջացել է 2024 թվականին վարչապետի դպրոց այցի և հանրահայտ «կախիչ օպերացիայի» արդյունքում։ Այժմ մեկ մոդուլային դպրոցի համար հարկատուն վճարում է մեկ միլիոն դոլարով ավելի գումար։ Դպրոցի շինարարության մեկ քառակուսի մետրի արժեքը 900 դոլարից դարձել է 1500 դոլար»,-ասում է Մանուկյանը։

Իսկ ի՞նչ տարբերություն կա Տ-Քնսթրաքշնի կողմից 850 միլիոն դրամով կառուցված դպրոցի և այժմ Հայաստանի տասնյակ համայնքներում 1,3-ից 1,4 միլիարդ դրամով կառուցվող նմանատիպ դպրոցների միջև։ Ըստ Մանուկյանի, տարբերություն չկա, փոխվել է բացառապես մեկ բան։ «Երկրի ղեկավարը եկել է դպրոց և ասել՝ եթե ինչ-որ աշխատանք կատարվի ոչ պատշաճ որակի, «խառնվելու» են ուժայինները։ Որքան ավելանում է ճնշումը գործարարների վրա, այդքանով բարձրանում են գները»,-նշում է նա։

Անդրադառնալով ընկերության կողմից կառուցված դպրոցում առկա թերություններին՝ մեր զրուցակիցը նախ ընդգծում է, որ դպրոցը գտնվում է երաշխիքային սպասարկման մեջ, և այդ ժամկետը նախատեսված է հընթացս ի հայտ եկող թերությունները շտկելու համար։ «Դրանք հիմնականում կրում են կոսմետիկ բնույթ, մեծ մասն արդեն վերացվել է, մնացյալը կվերացվի առաջիկա շաբաթների ընթացքում։ Թերությունների վերացման համար կպահանջվի ընդամենը երեք միլիոն դրամ»։ Այս դպրոցը կառուցվել է պետության կողմից ընկերությանը տրամադրված նախագծի հիման վրա՝ դրանում նշված նյութերով։ «Կառույցն ամբողջությամբ համապատասխանում է նախագծին, որն, ի դեպ, պետության կողմից ընտրված նախագծողը շինարարության սկզբին մեզ տրամադրել էր թերի։ Շինարարության ողջ ընթացքում մեր ուղարկած ազդակներից հետո նախագիծը շտկվել է՝ ձգձգելով շինարարական ողջ պրոցեսը և լրացուցիչ ծախսեր պատճառելով մեր ընկերությանը»,-եզրափակում է Լիանա Մանուկյանը։
