«Միջանցք՝ առանց դիվիդենտների, առանց շոշափելի արդյունքների»

«Միջանցք՝ առանց դիվիդենտների, առանց շոշափելի արդյունքների»։ Այս արձանագրումն արել է Միացյալ Նահանգների նախկին փոխպետքարտուղար Ջեյմս Օ՛Բրայենը։ Մինչ Միացյալ Նահանգների գործող իշխանությունները փորձում են վաշինգտոնյան հռչակագիրը խոշոր ձեռք բերում և խաղաղության հաստատում ներկայացնել, Օ՛Բրայենը պնդում է, որ թեպետ հայ-ադրբեջանական պայմանագիրը կարևոր հանգրվան է, այն կարող է խաթարել խաղաղության հեռանկարները։

Ըստ Օ՛Բրայենի՝ Հայաստանի համար խաղաղության շոշափելի արդյունքներ չեն ապահովվում։ Չկան բաց սահմաններ Թուրքիայի հետ, ներդրումների հոսք՝ Հայաստանի անմիջական դիվիդենտի (շահի) համար, և միայն Ադրբեջանի համար կարևոր միջանցք է ձևավորվում։ Բացի այդ, Բաքուն պահանջում է, որ Հայաստանը փոխի Սահմանադրությունը՝ հեռացնելով հղումը Լեռնային Ղարաբաղին։

Ու Օ՛Բրայենը նաև ցավով արձանագրում է, որ համաձայնագրի շուրջ գործընթացից դուրս են մնացել մի շարք առանցքային խաղացողներ՝ Ռուսաստանը, Իրանը և Թուրքիան, որոնց մասնակցությունը միջանցքի հաջողության համար վճռորոշ է: Այս բացը կարող է հարթակ ստեղծել կոռուպցիայի և «կարճաժամկետ շահերի փնտրտուքի» համար։

Նախկին փոխպետքարտուղարն արձանագրում է, որ Ռուսաստանի ազդեցությունը կարող է կրկին ուժեղանալ: Թրամփի շտապողականությունը Պուտինի հետ փոխըմբռնման հարցում կարող է Մոսկվային նոր հնարավորություններ տալ՝ խորացնելու ներգրավվածությունը Կովկասում։ Եվ, ի վերջո, փորձառու գործիչը նշում է, թե Վաշինգտոնի նախաձեռնած համաձայնագիրը, չնայած նշանավորում է խաղաղության ցանկալի ուղի, սակայն դրա հիմքում առկա են լուրջ ռիսկեր Հայաստանի համար, և առանց Ռուսաստանի, Թուրքիայի ու Իրանի ներգրավման` այն կարող է մնալ անկայուն ու վտանգավոր նախագիծ»։

Փաստացի, Դեմոկրատական կուսակցության ներկայացուցիչը Հայաստանին զգուշացնում է հնարավոր ռիսկերի համար։ Անհնար է, որ փաշինյանական իշխանությունն այդ ռիսկերը չի հասկանում, հասկանում է և ամեն ինչ անում հասկանալով։
