Քպացնում են ՀԷՑ-ը և անդադար մտնում հարկատուների գրպանը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ի սկզբանե էլ պարզ էր, որ այն, ինչ փաշինյանական իշխանություններն անում են գործարար, բարերար Սամվել Կարապետյանի եւ ՀԷՑ-ի հետ կապված, բացահայտ քաղաքական գործընթաց է:

Նախ՝ ինքնին քաղաքական ակնառու դրդապատճառներ ունեին Սամվել Կարապետյանի ապօրինի ձերբակալությունն ու կալանքը: Ի դեպ, վերաքննիչ քրեական դատարանն էլ վերջերս ապօրինի ճանաչեց Սամվել Կարապետյանի թե՛ ձերբակալությունը, թե՛ նրա տան խուզարկությունը:

Նմանապես ակնհայտ է, որ զուտ քաղաքական ու «նախընտրական» ենթատեքստ ունի նաեւ այն ամենը, ինչ կատարում են ՀԷՑ-ի առումով: Ու իշխանությունները դա չեն էլ թաքցնում: Իրենց «փորացավը» էներգամատակարարման կամ ընկերության աշխատանքի բարելավումը չէ: Հիմնական նպատակը դրա քպացումն է: Այնպես, ինչպես անցած տարիներին համատարած քպացրել են բուհերը, դատարանները, ոստիկանությունը, քննչական մարմինները, պետական եւ համայնքային կառույցները, դպրոցները, բուժհաստատությունները, մանկապարտեզները, անգամ՝ կանաչապատման կամ սանմաքրման հիմնարկությունները: Մի խոսքով՝ ինչ հնարավոր է:

Հիմա ՀԷՑ-ում բացարձակ կադրային ջարդ է իրականացվում, նշանակվում են ոլորտի հետ ընդհանրապես կապ չունեցող մարդիկ, որոնց միավորում է միայն 1 «մասնագիտական» հատկանիշ՝ երդվյալ «նիկոլականությունը»: Պարզից էլ պարզ է, որ այդպիսով մեկ խնդիր են լուծում՝ պատրաստվել ընտրությունների, ՀԷՑ-ի հնարավորություններն օգտագործել՝ քաղաքացիներին շանտաժի ու ահաբեկման ենթարկելով քվեներ կորզելու համար:

Սա բացեիբաց միտված է 1 անձի ու 1 ուժի քաղաքական շահերի սպասարկմանն ու քմահաճույքների բավարարմանը: Դա միանգամայն ակնհայտ է: Բայց դա, ինչպես արդեն նշել են բազմաթիվ փորձագետներ, ծանր է արժենալու երկրի վրա: Այսինքն, արդեն արժենում է: Եթե իրադարձություններն ընթանան այս տրամաբանության մեջ, ապա Կարապետյանները միջազգային արբիտրաժային ատյաններում անխուսափելիորեն կհաղթեն, ինչպես արդեն հաղթում են: Ու պետության, նույնն է թե՝ հարկատուների վրա լրջագույն ֆինանսական բեռ է ծանրանալու (իբր փաշինյանական կառավարության ավելացրած պարտքերը քիչ էին, էլի): Այսինքն, մենք վճարում ենք հարկեր, որպեսզի... ի՞նչ լինի: Որպեսզի Նիկոլ Փաշինյանը, «հպարտ քաղաքացիների» գրպանները դատարկելու հաշվին, իր քմահաճույքները բավարարի: Ի դեպ, ընդգծենք, որ այդ պրոցեսն արդեն սկսվել է: Ի մասնավորի, ՀէՑ-ի հետ կապված արբիտրաժային վարույթում Փաշինյանի ու ՔՊ-ի շահերը պաշտպանելու համար մի ամերիկյան ընկերություն են վարձել, որին պետական բյուջեից (հարկատուների գրպանից) վճարելու են 1 միլիարդ 235 միլիոն դրամ (կամ 3,25 միլիոն դոլար), ըստ որում, դա՝ առանց հարկերը, փորձագիտական, արբիտրաժային վարույթի, թարգմանչական ու տպագրական ծախսերն ու այլ վճարները (ճանապարհածախս եւ կացարան) եւ այլն հաշվի առնելու: Այսինքն, իրականում մի 5-6 միլիոն դոլար են «ցնծալու», եթե ոչ ավելի շատ: Ու՝ մեր հաշվին: Կրկնենք՝ դեռ ՀԷՑ-ը խլելու, ՀԷՑ-ին ու Կարապետյաններին պատճառած վնասների փոխհատուցման ահռելի գումարները՝ չհաշված:
