Ալեքսանդր Մարկարով. «Ադրբեջանը գործում է ոչ կառուցողական ոճով». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ժնևում կայացած Սարգսյան–Ալիև հանդիպումից հետո կողմերն ու համանախագահները հայտարարեցին, որ պայմանավորվածություն է ձեռք բերվել շփման գծում լարվածությունը թուլացնել։ Ժնևից 3 օր անց՝ երեկ ադրբեջանական կողմի կրակոցից Արցախի Պաշտպանության բանակի 19–ամյա զինվոր զոհվեց։

Քաղաքագետ Ալեքսանդր Մարկարովը «Փաստ» օրաթերթի թղթակցի հետ զրույցում ասաց, որ Ադրբեջանը գործում է ոչ կառուցողական ոճով, քանի որ թե՛ երկկողմ և թե՛ համանախագահողների հետ հանդիպումների ժամանակ ձեռքբերված պայմանավորվածությունները խախտում է:

«Ադրբեջանը միշտ էլ նույն տրամաբանությամբ է գործել ու սա էլ հերթական շարունակությունն է»,– նշեց քաղաքագետը:

Նրա կարծիքով՝ կանխատեսելի էր, որ սահմանին լարվածությունը հանդիպումից հետո միանգամից չէր թուլանա: Քաղաքագետի խոսքով՝ այսօր Բաքվում կան ռազմական գործիչներ, ովքեր ցանկություն ունեն ռազմական գործողությունների միջոցով փորձել գտնել կոնֆլիկտի լուծումը:

«Ադրբեջանի հռետորիկան տանում է նրան, որ նրանք պատրաստ են կոնֆլիկտը լուծել միայն խաղաղ ճանապարհով: Բայց 2016 թվականի Ադրբեջանի կողմից ռազմական գործողություններ տեսանք, ինչը վկայում է այն մասին, որ Ադրբեջանը լուծումը չի տանելու այն ուղղությամբ, որը ներկայացնում է: Բաքվում կան ոչ սառը դատող մարդիկ, ովքեր կոնֆլիկտը ցանկություն ունեն ռազմական գործողություններով լուծել: Ըստ էության, սա կբերի այնպիսի մի իրավիճակի, ինչը եղավ 2008 թվականի օգոստոսին, երբ սկսվեց Աբխազիայի և Հարավային Օսիայի միջազգային ճանաչումը: Կարող է այնպես ստացվել, որ Ադրբեջանի ռազմական գործողությունների նկատմամբ համապատասխան պատասխանը տանի Արցախի ճանաչմանը: Ոչ ոք չի ուզում ստատուս քվո»,– ընդգծեց Մարկարովը:

Քաղաքագետի խոսքով՝ դեպքը, որ երեկ տեղի ունեցավ շփման գծում, ցույց է տալիս, որ Ադրբեջանը շարունակական խախտելու է բոլոր պայմանավորվածությունները։

«Ամեն դեպքում, պետք է պահպանել այն վիճակը, որը կա շփման գծում: Լինել զգոն և անհրաժեշտության դեպքում անցնել հակահարվածի»,– շեշտեց մեր զրուցակիցը:

Հիշեցնենք, որ հոկտեմբերի 16–ին ԵԱՀԿ Մինսկի խմբի համանախագահների նախաձեռնությամբ Ժնևի ՄԱԿ–ի գրասենյակում և այլ միջազգային կազմակերպություններում Շվեյցարիայի մշտական ներկայացուցչի կեցավայրում կայացել են Հայաստանի ու Ադրբեջանի նախագահների բանակցությունները: Խնդրի լուծման տարբերակների մասին, սակայն, որևէ կոնկրետ պայմանավորվածություն չկա: Բանակցությունների արդյունքում կողմերը պայմանավորվել են սահմանին լարվածությունն էլ ավելի թուլացնելու ուղղությամբ քայլեր ձեռնարկել, որպեսզի առաջնագծում զոհեր չլինեն:
