Վաշինգտոնում` երեկ, Հայաստանում` վաղը. Վահե Հովհաննիսյան

Ինչ կատարվեց երեկ և ինչ է պետք անել. այս հարցերին ճիշտ պատասխանելու համար պետք է մեր մտածողության հորիզոնը լինի ավելին, քան` Նիկոլի թեման։ Նրա վրա սևեռվելը հիմա խանգարելու է ճիշտ հասկանալ նոր իրականությունը։

Ըստ այդմ.

1. Թրամփի TRIPP-ի իմպլեմենտացիան լինելու է շատ դժվար և երկարատև պրոցես, մեծ է հավանականությունը, որ այն ընդհանրապես չլինի, բայց սա արդեն երկսայր իրավիճակ է, որովհետև Ադրբեջանն օգտվելու է թե՛ իրականացման, թե՛ տապալման սցենարներից։

2. Ալիևը մինչև վերջ պնդելու է միջանցքային տրամաբանությունը. ճանապարհներին` ոչ մի հայ, ոչ մի սահմանապահ և այլն, և դա չստանալը ռազմական ներխուժման համար “լեգիտիմ” իրավունք է համարելու։

3. Ալիևը ստացավ նոր դիրքային առավելություն` լուծարել Մինսկի խումբը, ֆիքսել անխոչընդոտ ճանապարհը միջազգային փաստաթղթով։

4. Ալիևը պնդելու է իր բոլոր նախապայմանների վրա` ադրբեջանցիների վերադարձ, Սահմանադրության փոփոխություն և այլն։

5. Ադրբեջանը Հայաստանի համար չի բացելու իր ճանապարհները, շարունակելու է շրջափակումը, չի տալու գործող, իրական կոմունիկացիաներ։

6. Ադրբեջանը չի լքելու ՀՀ տարածքը, այդ թվում` Ջերմուկի վրա նստած դիրքերը։

7. Միառժամանակ էապես դժվարանում է արցախցիների վերադարձի և իրավունքների պաշտպանության թեման։

8. Նիկոլը կարող է գնալ արագ արտահերթ ընտրությունների, քանի որ շատ լավ հասկանում է, որ այս թղթային “էյֆորիան” երկար կյանք չի ունենալու։

9. Շատ կարևոր է ընդդիմադիր, համակարգաստեղծ ուժերի ճիշտ դիրքորոշումը և ճիշտ հռետորաբանությունը` այսօրվանից սկսած (վստահաբար` համակարգաստեղծ ուժերը երկուսից ավելին են լինելու)։ Ըստ այդմ.

ա. Անհրաժեշտ է ողջունել Միացյալ Նահանգների և նրա նախագահի ջանքերը` տարածաշրջանում խաղաղության և կայունության գործում։

բ. Ֆիքսել նոր ձևավորվող մարտահրավերները և ԱՄՆ բարի ցանկությունների Չիրականացման ռիսկերը։

գ. Պատրաստակամություն հայտնել` շարունակելու աշխատանքները խաղաղության և կայունության գործում, այդ թվում` Վաշինգտոնում ֆիքսված մոտեցումները հաշվի առնելով։

10. Համակարգաստեղծ ընդդիմադիր ուժերը պետք է հրապարակայնորեն արձանագրեն մտահոգությունն առ այն, որ Նիկոլը չի պահելու նաև վաշինգտոնյան պայմանավորվածությունները, որ սա նրա համար միայն նախընտրական մանևրի պրոցես է, այնպես, ինչպես նա արել է նոյեմբերի 9-ի հայտարարության պարագայում։ Այստեղ կարևոր է արձանագրել նաև, որ Նիկոլն ունի հանրային վստահության պատմական ամենացածր վարկանիշը և չի կարող վստահելի համարվել ո՛չ երկրի ներսում, ո՛չ էլ դրսում։

11. Պայմանավորվածությունների պահպանման և ռեգիոնում իրական խաղաղության համար Հայաստանում պետք են նոր իշխանություններ, որոնք կունենան իրական մանդատ` ներքին համերաշխության պայմաններում գնալու բարդ լուծումների։

12. Տարածաշրջանում ստեղծվող նոր իրականության պայմաններում կտրուկ մեծանում է թուրքական էքսպանսիայի հավանականությունը և աճում է նրա ազդեցությունը Հայաստանի վրա։ Դա մենք զգալու ենք ներքին տնտեսական կյանքում, ներքին քաղաքական կյանքում, ընդհուպ մինչև կենցաղ։
