Ամերիկյան առաջարկի մութ կողմերը

Սյունիքում ճանապարհների արտապատվիրակման ամերիկյան առաջարկի շուրջ զարգացումները տարօրինակ ելևեջներ են ստանում։ Մեկ շաբաթ առաջ Ազգային ժողովի «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Արման Եղոյանը հայտարարեց, թե հայկական կողմը չի ընդունել ԱՄՆ-ի՝ ճանապարհի վարձակալման առաջարկը՝ նկատել են ինքնիշխանության զիջման վտանգ։ «Ոչ թե ֆունկցիայի իրականացումից ենք վտանգ տեսել, այլ հենց վարձակալությունից։ Այդ տարբերակը մեզ համար ընդունելի չի եղել։ Մտքերի փոխանակում է եղել ամերիկացիների հետ։ Թեման այդ ուղղությամբ չի շարունակվում։ Եթե ասել ենք չէ, ուրեմն չէ»,- ասել է Եղոյանը։

Հիշեցնենք, օրեր առաջ Թուրքիայում ԱՄՆ դեսպան Թոմ Բարաքն էր հայտարարել, թե Միացյալ Նահանգները ցանկանում է 100 տարով վարձակալել ճանապարհը, մասնավոր ընկերության միջոցով կառավարել։ Ինչը լուրջ մտահոգություններ առաջացրեց հայ հասարակության ու փորձագիտական շրջանակների մոտ։

Արման Եղոյանի հայտարարությունն էլ իրավիճակը ցրելու փոխարեն, ավելի լուրջ մտահոգություններ առաջացրեց, ուստի և «Քաղաքացիական պայմանագիր» խմբակցության մեկ այլ պատգամավոր, Ազգային ժողովի փոխնախագահ Ռուբեն Ռուբինյանը շտապեց հայտարարել, թե Հայաստանը ոչ թե չի ընդունել ամերիկյան առաջարկը, այլ երբևիցե չի քննարկելու որևէ առաջարկ, որն օրենսդրությամբ նախատեսված չէ։

Մինչ հայկական կողմը նման պնդումներ է անում, Թուրքիայի դեսպանը Բաքվում, հայտարարում է, թե «թյուրքական աշխարհին անհրաժեշտ է միջանցք ուղիղ հաղորդակցության համար, և այդ միջանցքը Զանգեզուրի միջանցքն է, իսկ Ադրբեջանը, որպես հաղթող կողմ, իրավացիորեն է հայտարարում միջանցքի բացման անհրաժեշտության մասին»։

Ի վերջո, Հայաստանի վարչապետի մամուլի քարտուղար Նազելի Բաղդասարյանը հայտարարեց, թե Հայաստանի Հանրապետությունը երբեք չի քննարկել, չի քննարկում և չի քննարկելու սեփական տարածքով անցնող տրանսպորտային կապուղիների այնպիսի տարբերակներ, որոնք անհամատեղելի են Հայաստանի Հանրապետության տարածքային ամբողջականության, ինքնիշխանության, իրավազորության հետ։ «Հայաստանի տարածքային ամբողջականությունը, ինքնիշխանությունը, իրավազորությունը, իհարկե, չի կարող արտապատվիրակվել։ Երկաթուղու, խողովակաշարի, էլեկտրահաղորդման գծերի բիզնես–կառավարումը կարող է։ Ի դեպ, ավտոճանապարհների սպասարկումը, կառավարումը Հայաստանում այսօր ու միշտ էլ արտապատվիրակվում է մասնավոր ընկերությունների։ Այլ բան է, թե ով ինչ որակով է իրականացնում այդ կառավարումը»,- գրել էր Բաղդասարյանը։

Այդուհանդերձ, հաշվի առնելով թե՛ փաշինյանական իշխանության որակը և թե՛ բազմիցս արած հայտարարությունները, որոնք հերքվել են  փաստերով, հանրության մոտ մտահոգությունները շարունակում են մնալ, և մարդիկ էլ հերթական անգամ իրենց հարց են տալիս՝ ի՞նչ նոր դավադրություն է փորձում նյութել Հայաստանի գործող իշխանությունը։
