Բոյկոտ, ոչ թե կոմպրոմիս. Նաիրի Սարգսյանը դեմ է հայտարարագրման առաջարկվող շեմին

«Հայաստանը ես եմ նախաձեռնության» ղեկավար Նաիրի Սարգսյանն անդրադարձել է «ՀայաՔվե»-ի իշխանությանն արված առաջարկին․ այն է՝ պարտադիր հայտարարագրման կարգի մեջ չհարկվող շեմը սահմանել 10 միլիոն դրամի չափով։

Նաիրի Սարգսյանի համոզմամբ, պետք չէ հայտարարագրերի վերաբերյալ առաջարկով հանդես գալ, կամ ընդհանրապես մեկնաբանություն անել, եթե դրա էությանը խորությամբ ծանոթ չեն և չեն ուսումնասիրել։

Հայաստանը ես եմ նախաձեռնության ղեկավարը շարունակում է կոչ անել չհայտարարագրել և բոյկոտել հայտարարագրումը։ Գնալ կոմպրոմիսային առաջարկների այս իշխանություններին, նշանակում է սատար կանգնել նրանց օրակարգին և բերք հավաքել նրանց համար։ Հայտարարագրումը շատ ավելի խորքային է, դրանով տնտեսական բռնության են ենթարկում ՀՀ քաղաքացիներին և ոչ թե վարչարարական բարդություններ են ստեղծում, հետևաբար շատ անտրամաբանական է ընդդիմադիր ուժի կողմից այդպիսի առաջարկով հանդես գալը։ Եվրոպական շատ երկրների և ԱՄՆ-ի հետ արված ուսումնասիրությունների արդյունքներն էլ վկայում են այն մասին, որ Հայաստանում հայտարարագրումն ամենևին էլ ՀՀ քաղաքացու սոցիալական կյանքը բարելավելու մասին չէ։ Նախաձեռնության հայտարարության համաձայն, հայտարարագիր պետք է ներկայացնեն միայն պետական պաշտոնյաները և խոշոր ձեռնարկատերերը, բայց ոչ երբևէ ՀՀ աղքատ և աշխատող խավը։ Հայտարարագրման գործընթացում ամենամեծ վտանգն իրենից ներկայացնում է պետական մարմինների և մասնավոր կազմակերպությունների կողմից բանկային գաղտնիքին տիրապետելը։

Բացի այդ հայտարարագրումը տնտեսական բռնության կիրառում է պետության կողմից ՀՀ քաղաքացիների նկատմամբ, այնուհետև ուղղորդումը և դրանց կամարտահայտման վրա ազդեցություն գործելը։ Այս երևույթներն են շատ ավելի վտանգավոր և կարևոր և ոչ թե վարչարարությամբ ծանրաբեռնումը կամ որևէ հարկային պարտավորության սահմանումը։

Նաիրի Սարգսյանի համոզմամբ, օրվա իշխանությունն անցել է կտրուկ գործողությունների՝ քաղաքական բռնաճնշումների տեսքով, քանի որ առջևում ընտրություններն են։ Բոլոր այն անձիք, ովքեր ունեն մեծ ազդեցություն, կարող են որևէ կերպ ընդդիմանալ այս իշխանություններին, նրանց ենթարկում են քաղաքական բռնաճնշումների և իրենց կամքն են թելադրում։ Եվ ընդդիմադիր բոլոր գործիչներին զսպելու համար սա որպես լծակ է դիտարկվելու նաև։

Հայաստանը ես եմ նախաձեռնության ղեկավարը կոչ է անում շարունակել բոյկոտել, չհայտարարգրել և լիահույս է, որ հաջորդիվ հասնելու են ոչ թե հետաձգման այլ հայտարարագրման լիակատար չեղարկման։

Նշենք, որ Հայաստանը ես եմ նախաձեռնությունն արդեն մի քանի ամիս է, որ նախաձեռնել է ու իրականացնում է «Դեմ եմ հայտարարագրմանը» արշավը, ինչի արդյունքում հետաձգվեցին պարտադիր հայտարարագրման ժամկետները և այժմ էլ պայքարում են դրա չեղարկման համար։
