2026 թվականից այս պարտադիր հայտարարագրման պահանջը կսկսի տարածվել նաև թոշակառուների և անաշխատունակ այլ խմբերի վրա. Հրայր Կամենդատյան

Հայաքվեի առաջարկը պետությանը՝ հարկային արդարություն, վարչարարական արդյունավետություն և սոցիալական կայունություն ապահովելու համար:

Հայաքվեն հանդես է գալիս համակարգային առաջարկով՝ պարտադիր հայտարարագրման կարգի մեջ սահմանել չհարկվող շեմ՝ 10 միլիոն դրամի չափով։

Այս փոփոխության կարևորությունը՝

Կազատի շուրջ 600,000 քաղաքացու ոչ նպատակային տուգանքներից՝ յուրաքանչյուրը 1500 դրամի չափով, ինչը իրականում տեխնիկական վրիպակների հիման վրա կատարվող պատժամիջոց է։

Կթեթևացնի պետական վերահսկողության ծախսերը, վարչարարական բեռը և համակարգի ծանրաբեռնվածությունը։

Կբարձրացնի հարկային համակարգի նկատմամբ վստահությունը և կնվազեցնի ստվերի խթանները։

Սակայն վտանգն այն է, որ 2026 թվականից այս պարտադիր հայտարարագրման պահանջը կսկսի տարածվել նաև թոշակառուների և անաշխատունակ այլ խմբերի վրա, ինչն ակնհայտորեն ուղղվելու է պետության ամենախոցելի խմբերին։

Դա կարող է առաջ բերել իրավական և սոցիալական ճգնաժամ․

Տուգանվելու է երկրի չափահաս բնակչության գրեթե կեսը, այդ թվում՝ հազարավոր թոշակառուներ, որոնք անգամ իրենք չեն հասկանում, թե ինչ է “հայտարարագրում” կոչվածը։

Սոցիալական լարվածությունը կավելանա, իսկ պետական վերահսկողական համակարգը կտապալվի։
Հայաքվեն կոչ է անում՝ գոնե այս փուլում վերացնել գործող պահանջը և սահմանել չհարկվող 10 միլիոն դրամ շեմ, ինչը թույլ կտա խուսափել զանգվածային իրավական ճգնաժամից և քաղաքացիների արդարացի դժգոհությունից։
