Տնտեսության մտահոգիչ դինամիկայի խոռոչներն ու ելուստները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի Հանրապետության տնտեսությունը 2025 թվականի առաջին կիսամյակում ցույց տվեց թուլացող դինամիկա՝ մի կողմից արձանագրելով տնտեսական ակտիվության չափավոր աճ, իսկ մյուս կողմից բախվելով կարևոր մարտահրավերների, որոնք էական ազդեցություն ունեն երկրի սոցիալ-տնտեսական զարգացման վրա։ Տնտեսական ակտիվության ցուցանիշը 2025 թվականի հունվար-հունիս ամիսներին կազմել է 6,3 %, ինչը զգալիորեն ցածր է 2024 թվականի նույն ժամանակահատվածի 10,4 %-ից, սակայն գերազանցում է 2025 թվականի հունվար-մայիս ամիսների 5,7 %-ը։

Ինչպես ցույց է տալիս նաև սոցիալ-տնտեսական զարգացումների մասին «Լույս» հիմնադրամի վերլուծությունը, այս աճը, սակայն, հիմնականում պայմանավորված է բազայի էֆեկտով, քանի որ նախորդ տարվա նույն ամիսների ընթացքում նկատվում էր աճի տեմպի շարունակական դանդաղում։ Ընդ որում, հունիսին արձանագրվել է 8,6 % աճ՝ 2024 թվականի հունիսի համեմատ, ինչը վկայում է տնտեսական ակտիվության որոշակի արագացման մասին, թեև այն դեռևս չի կարող համարվել կայուն վերականգնման ցուցիչ։

Տնտեսական աճի հիմնական խթանիչները եղել են շինարարության, ծառայությունների և գյուղատնտեսության ոլորտները։ Շինարարության ոլորտում նույնիսկ արագացում է նկատվել։ Հունվար-հունիս ամիսներին շինարարության աճը մասնավորապես կազմել է 18,5 %, որը 1,4 տոկոսային կետով գերազանցել է հունվար-մայիսի ցուցանիշը։ Ծառայությունների ոլորտը, որը ներառում է տեղեկատվական տեխնոլոգիաների բնագավառը, տուրիզմը և հանրային ծառայությունները, աճել է 9,8 %-ով, ինչը վկայում է ներքին պահանջարկի որոշակի կայունության մասին։ Բայց ուշագրավ է, որ գյուղատնտեսությունը, չնայած նախորդ տարիների բացասական միտումներին, 2025 թվականի առաջին կիսամյակում արձանագրել է 7,3 % աճ, ինչը կարող է կապված լինել պետական աջակցության ծրագրերի և բարենպաստ եղանակային պայմանների հետ։

Այնուամենայնիվ, այս դրական միտումները ստվերվում են արդյունաբերության և արտահանման ոլորտներում առկա խնդիրներով, որոնք էականորեն խոչընդոտում են տնտեսության կայուն աճին։ Արդյունաբերական արտադրությունը, որը նախորդ երկու տարիներին երկնիշ աճ էր արձանագրում՝ հիմնականում թանկարժեք մետաղների և քարերի վերաարտահանման հաշվին, 2025 թվականի հունվար-հունիսին կրճատվել է 12,1 %-ով։ Այս անկումը մասնակիորեն պայմանավորված է 2024 թվականի բարձր բազայի էֆեկտով, սակայն ավելի խորքային խնդիր են արդյունաբերության կառուցվածքային փոփոխությունները։ Մշակող արդյունաբերության անկումը գլխավորապես պայմանավորված է եղել վերաարտահանման՝ հիմնականում ոսկու և թանկարժեք մետաղների ծավալների կրճատմամբ։
