Հայաստանը չի՞ ընդունել ամերիկյան առաջարկը

Հայաստանը չի ընդունել ամերիկյան առաջարկը։ ՔՊ–ական պատգամավոր, Եվրաինտեգրման հանձնաժողովի նախագահ Արման Եղոյանի խոսքով, ճանապարհի վարձակալության գաղափար ամերիկացիներն ունեին, բայց ՀՀ իշխանությունների համար ընդունելի չի եղել։ «Նկատել ենք ինքնիշխանության զիջման վտանգ, ոչ թե ֆունկցիայի իրականացումից ենք վտանգ տեսել, այլ հենց վարձակալությունից։ Այդ տարբերակը մեզ համար ընդունելի չի եղել։ Մտքերի փոխանակում է եղել ամերիկացիների հետ, թեման այդ ուղղությամբ չի շարունակվում, եթե ասել ենք չէ, ուրեմն չէ»,– ասել է Արման Եղոյանը։

Շաբաթներ առաջ Թուրքիայում ԱՄՆ դեսպան Թոմ Բարաքն էր հայտարարել՝ Միացյալ նահանգներն առաջարկում է 100 տարով վարձակալել Հայաստանի այն հատվածը, որն Ադրբեջանի արևելյան շրջանները կապում է Նախիջևանին, մինչ այդ էլ «Կարնեգի» հիմնադրամից էին հայտնել՝ Վաշինգտոնից Երևանին ու Բաքվին ապաշրջափակման վերաբերյալ առաջարկ են ներկայացրել:

Ամերիկյան առաջարկի վերաբերյալ մոտ տասն օր առաջ իր ասուլիսում խոսել էր նաև Նիկոլ Փաշինյանը, հաստատել, որ նման առաջարկ կա։ Նշելով, որ Հայաստանը հետաքրքրված է նմանատիպ բոլոր առաջարկներով՝ Փաշինյանն ասել էր. «Հարավկովկասյանի երկաթուղու այդ դերի մեջ, օրինակ, կարող է լինել հայաստանյան-ամերիկյան համատեղ ձեռնարկություն։ Կարո՞ղ է լինել։ Տարբերակ է։ Կարո՞ղ է լինել նման տարբերակ, որ որևէ օտարերկրյա կազմակերպություն գրանցվի։ Հայաստանի պետական որևէ մարմին լիազորությունների սահմանափակում չունի այդ տարածքում, դա Հայաստանի լիարժեք իրավազորության ներքո գտնվող տարածք է»։

Ուշագրավ է, որ ամերիկյան առաջարկից հրաժարվելու մասին հայտարարում են Փաշինյանի՝ Ալթայ մեկնելու և ՌԴ վարչապետ Միշուստինին հանդիպելու օրը։ Իրանից էլ օրերս կսմթել էին, որ կարող են խնդիրներ ծագել արտատարածաշրջանային ուժերի ներգրավման դեպքում։

Ի դեպ, մինչ երեկ քպամերձ շրջանակները, հաստիքային արևմտամետներն ու մերձիշխանական փորձագետներն իրենց պատռում էին՝ գովելով ամերիկյան առաջարկը։ Թե ի՞նչ պատճառաբանություններ են բերելու իրենց հերթական անգամ «էշի տեղ» դնելու համար, պարզ չէ։
