Վարորդական իրավունքների հետ կապված բացահայտվել են ՆԳՆ և ՊԵԿ պաշտոնատար անձանց կողմից կաշառք ստանալու դեպքեր

ՀՀ հակակոռուպցիոն կոմիտեի կողմից իրականացված օպերատիվ-հետախուզական միջոցառումների հիման վրա նախաձեռնված քրեական վարույթով կատարված նախաքննությամբ պարզվել է, որ ՀՀ ՆԳՆ Արտաշատի հաշվառման-քննական բաժանմունքի պաշտոնատար անձը, իր ծառայողական  լիազորություններն օգտագործելով մի շարք անձանց օգտին ապօրինի գործողություններ կատարելու համար, նրանցից ստացել է տարբեր չափերի կաշառք:

Մասնավորապես՝ պարզվել է, որ ՆԳՆ պաշտոնատար անձը, 2025 թվականի հունվարից ապրիլն ընկած ժամանակահատվածում մի շարք անձանցից ձևական գործնական քննություն ընդունելու,  դրական գնահատելու  և նրանց վարորդական վկայականներում մեկ դեպքում «B», երկու այլ դեպքերում՝ «BE» և «CE» կարգեր ավելացնելու գործընթացը կազմակերպելու համար, իրեն օժանդակող 3 անձանց միջոցով նրանցից պահանջել և ստացել է համապատասխանաբար 180.000, 250.000 և 350.000 ՀՀ դրամ կաշառք: Արդյունքում՝ վերը նշված պաշտոնատար անձը նրանցից ընդունել է ձևական քննություններ և նշանակել դրական գնահատականներ՝ վերջիններիս  տրամադրելով  համապատասխան կարգերի վարորդական վկայականներ:

Նույն քրեական վարույթով կատարված նախաքննությամբ բացահայտվել է նաև ՀՀ պետական եկամուտների կոմիտեի համալիր հարկային ստուգումների վարչության համապատասխան բաժնի գլխավոր հարկային տեսուչի կողմից խոշոր չափերով կաշառք ստանալու դեպք:

Մասնավորապես՝ պարզվել է, որ վերջինս,  հանդիսանալով ստուգող խմբի ղեկավար, նույն բաժնի երկու այլ գլխավոր հարկային տեսուչների հետ 2024 թվականի սեպտեմբերի 19-ից 2025 թվականի փետրվարի 12-ն ընկած ժամանակահատվածում հարկային համալիր ստուգում է իրականացրել վերը նշված ՆԳՆ պաշտոնյայի կողմից կաշառք ստանալուն օժանդակած անձանցից մեկին պատկանող ընկերությունում:

Ստուգման ընթացքում հարկային տեսուչը նշված ընկերությունում առաջիկա 3 տարիների ընթացքում ստուգումներ չիրականացնելու համար տնտեսվարողից պահանջել է խոշոր չափերով՝ 4.000.000 ՀՀ դրամ կաշառք՝ պայմանով, որ վերջինս պետք է կատարի համալիր հարկային ստուգման ընթացքում հայտնաբերված և նախկինում չկատարված՝ շուրջ 6.000.000 ՀՀ դրամի չափով  հարկային պարտավորությունները: Պայմանավորվածության համաձայն՝ 2025 թվականի փետրվարի 17-ին ՊԵԿ գլխավոր տեսուչն անձամբ ստացել է կաշառքի առարկա հանդիսացող 3.963.900 ՀՀ դրամին համարժեք 10.000 ԱՄՆ դոլար գումարը:

Կաշառք ստանալու, տալու, կաշառք ստանալուն և տալուն օժանդակելու համար մեղադրանքներ են ներկայացվել 11 անձի, այդ թվում՝ ՀՀ ՆԳՆ Արտաշատի հաշվառման-քննական բաժանմունքի  պաշտոնատար անձին և ՊԵԿ գլխավոր հարկային տեսուչին:  Մեղադրյալներից 3-ի նկատմամբ որպես խափանման միջոց է ընտրվել կալանքը:

Քրեական վարույթով նախաքննությունն ավարտվել է, և վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են ՀՀ հակակոռուպցիոն դատարան:
