«Պետական ծառայողը չպիտի վախենա ժողովրդից, այլ ծառայի ժողովրդին»․ Հրայր Կամենդատյան

Հրայր Կամենդատյանը ֆեյսբուքյան իր էջում գրել է․ 

Սիրելի հայրենակիցներ,

 
Այսօր ես կուզեմ խոսել մի մարդու մասին, որի անունը քիչ է հիշվում թերթերում, որի դեմքը չկա էկրաններին, բայց որի ստորագրությունը դրված է ձեր ամենօրյա գործերի տակ։ Նա պետական ծառայողն է։ Հեռու գերտերություններից, սառը վերնախավերից, փայլուն խոստումներից և քաղաքական շքերթներից։ Պետական ծառայողը մեր պետության շինարարն է, բայց հաճախ՝ նրա լուռ գերին։

Այսօրվա պետական ծառայողը վախի մեջ է ապրում

Այո՛, այսօր Հայաստանի պետական համակարգը ապրում է վախի մթնոլորտում։ Մարդը, որ պետք է լինի ծառայող հանրության առաջ, դարձել է ծառայող վերնախավի առաջ։ Նա իր ստորագրությամբ կատարում է հրամաններ, որոնց հաճախ ինքն էլ չի հավատում։ Նա վախենում է չհամաձայնելուց։ Նա վախենում է չժպտալուց։ Նա վախենում է ճշմարտություն ասելուց։

Ինչո՞ւ։ Որովհետև համակարգն իրեն չի պաշտպանում, այն պահում է նրան վախի միջոցով։

Որպեսզի պետական ծառայողը չդառնա քաղաքացիների ընկերը, այլ մնա վարչակարգի գործիք։

Հին Հռոմում Կատոն Ավագն ասում էր.

«Հզոր պետությունն այն է, որտեղ պաշտոնյան վախենում է օրենքից, ոչ թե քաղաքացուց»։

Սովետական Հայաստանի տարիներին ևս կային մարդիկ, որ բանաստեղծություն էին գրում աշխատանքի սեղանի տակ, իսկ վերևից ստացվող հրամանները՝ ստորագրում առանց հարցնելու։ Այդ վախի հետեւանքով տարիներ շարունակ երկրում չլսվեց ճշմարտության ձայնը։

Հետո եկավ 90-ականների անկախությունը։ Բայց ծառայողի վախը չգնաց։ Այն փոխեց միայն դիմակը։ Վախ վարչակազմից դարձավ վախ օլիգարխից։ Հետո դարձավ վախ կուսակցությունից։ Եվ այսօր՝ վերածվել է վախի սեփական կարծիքի համար։

Ինչո՞ւ պետք է ավարտենք այս վախի շրջանառությունը

Որովհետեւ պետությունն առանց անկաշառ, ազատ, արժանապատիվ ծառայողների՝ պարզապես փլուզվում է։

Որովհետեւ վախկոտ ծառայողի ստորագրությունը չի երաշխավորում արդարություն, այլ՝ կեղծիք։

Որովհետեւ վախը սպանում է բարոյականությունը։ Իսկ առանց բարոյականության պետությունը վերածվում է միայն քարերի կույտի։

Մենք ասում ենք.
 
Պետական ծառայողը պաշտպանված է օրենքով։
Պետական ծառայողը չի մասնակցում ընտրակեղծարարությանը։
Պետական ծառայողը աշխատում է, ոչ թե ծառայում կուսակցությանը։
Պետական ծառայողը խոսքի ազատություն ունի, ոչ թե անձնական վախ։
Եվ մենք երաշխավորում ենք՝ բոլոր նրանց, ովքեր մերժում են ճնշումը, կանգնելու ենք կողքին։ Որպես քաղաքական ուժ՝ մեր առաջնային հանձնառություններից մեկն է հանրային ծառայողի պաշտպանությունը՝ օրենքով, մեխանիզմով, արժանապատվությամբ։

Վերջաբան՝ ուղիղ խոսք ծառայողին

Սիրելի պետական աշխատող,
Դու չպետք է վախենաս քո կարծիքից։
Դու չպետք է վախենաս ազնիվ լինելուց։
Դու չպետք է վախենաս ասել՝ «Ոչ»։

Որովհետեւ դու չես ծառայում կուսակցությանը։ Դու ծառայում ես պետությանը։ Իսկ պետությունը դա մենք ենք՝ քաղաքացիներս։ Քո երեխաները, քո հարեւանները, քո ժողովուրդը։

Եվ հիշիր՝

«Ով վախով է ծառայում, նա երկիրը քանդում է»։ — Գարեգին Նժդեհ

«Ճշմարտությունը չի վախենում, վախենում է ստախոսը»։ — Ժողովրդական խոսք

Ժամանակն է ոչ թե վախենալու, այլ վախը վախեցնելու։ Ժամանակն է պետական ծառայողին վերադարձնելու այն, ինչ իրենից խլել են՝ ինքնավստահությունը, արժանապատվությունը և խոսքի իրավունքը։

Ապրի՛ քեզնով, ոչ վախով։ Ծառայի՛ր հանրությանը, ոչ իշխանությանը։ Եկե՛ք կառուցենք այնպիսի պետություն, որտեղ ծառայողը կլինի արժանապատիվ, քաղաքացին՝ վստահ, իսկ պետությունը՝ արդար։
